Dr. David A. Bray was named one of the top "24 Americans Who Are Changing the World" under 40 by Business Insider in 2016. He was also named a Young Global Leader by the World Economic Forum for 2016-2021. He also accepted a role of Co-Chair for an IEEE Committee focused on Artificial Intelligence, automated systems, and innovative policies globally for 2016-2017 and has been serving as a Visiting Executive In-Residence at Harvard University since 2015. He has been named a Marshall Memorial Fellow for 2017-2018 and will travel to Europe to discuss Trans-Atlantic issues of common concern including exponential technologies and the global future ahead. He also will start a new role as Executive Director for the People-Centered Internet coalition founded and chaired by Vint Cerf in October 2017.
David enjoys creative problem solving. He began working for the U.S. government at age 15 on computer simulations at a high-energy physics facility investigating quarks and neutrinos. In later roles, he designed new telemedicine interfaces and space-based forest fire forecasting prototypes for the Department of Defense. From 1998-2000 he volunteered as a part-time crew lead with Habitat for Humanity International in the Philippines, Honduras, Romania, and Nepal while also working as a project manager with Yahoo! and a Microsoft partner firm. Dr. Bray then joined as IT Chief for the Bioterrorism Preparedness and Response Program at the U.S. Centers for Disease Control and Prevention, leading the program's technology response to during 9/11, anthrax in 2001, Severe Acute Respiratory System in 2003, and other international public health emergencies. He later completed a PhD from Emory University’s Goizueta Business School and two post-doctoral associateships at MIT and Harvard in 2008.
David likes to be a digital diplomat and a "human flak jacket" for teams of change agents working in turbulent environments. He volunteered in 2009 to deploy to Afghanistan to help "think differently" on military and humanitarian issues and in 2010 became a Senior National Intelligence Service Executive advocating for increased information interoperability, cybersecurity, and protection of civil liberties. In 2012, he became the Executive Director for the bipartisan National Commission for Review of Research and Development Programs of the United States Intelligence Community, later receiving the National Intelligence Exceptional Achievement Medal. He received both the Arthur S. Flemming Award and Roger W. Jones Award for Executive Leadership in 2013. He also was chosen to be an Eisenhower Fellow to meet with leaders in Taiwan and Australia on multisector cyber strategies for the "Internet of Everything" in 2015.
David passions include "near impossible missions" involving humans and technology in challenging circumstances. He has served as the Chief Information Officer for the Federal Communications Commission, leading FCC's IT Transformation since 2013. Through the efforts of a team of positive change agents, he led the transformation of the FCC's legacy IT with more than 207 different systems to award-winning tech. This included rolling-out new cloud-based IT that achieved results in 1/2 the time at 1/6 the cost. He was selected to be one of the "Fedscoop 50" for Leadership in 2014, 2015, and 2016 and the recipient of the Armed Forces Communications and Electronic Association's Outstanding Achievement Award for Civilian Government in 2015. Dr. Bray also received the global CIO 100 Award twice, which usually is awarded to private sector Fortune 500 companies, both in 2015 and 2017, for his transformational leadership.

Kshemendra Paul was appointed Executive Director for Data Governance and Analytics in the Office of Enterprise Integration on September 16, 2019. He serves as VA’s Chief Data Officer and is responsible for leading data governance, data analytics, and business intelligence capabilities to inform VA-wide decision making and providing an authoritative clearinghouse for the collection, analysis and dissemination of information about Veterans and VA programs.
Prior to this appointment, Mr. Paul served as the Cloud Action Officer for the Department of Homeland Security (DHS) and helped coordinate efforts to migrate information technology assets to cloud management platforms and optimize data centers. He also served as the Information Sharing and Services Office Deputy Director for Mission and Strategy within DHS’s Office of the Chief Information Officer.
From 2010-2016, Mr. Paul led information sharing environment efforts for the Office of the Director of National Intelligence. In this role he was the U.S. government lead for advancing terrorism‐related information sharing. Mr. Paul worked closely with federal, state, local, tribal and territorial partners, as well as private sector and international allies, to balance the needs for information sharing and safeguarding to enhance national security and protect the American people.
Mr. Paul began his federal service in 2005 as the chief enterprise architect at the Department of Justice (DOJ) where he led the delivery of the National Information Exchange Model across public safety, law enforcement and homeland security sectors. From that position, he moved on to serve as the federal chief architect in the Office of Management and Budget (OMB) where he led federal enterprise architecture activities. His tenure spanned two administrations, four budgets and an $80 billion portfolio. At OMB, Mr. Paul directed initiatives that promoted innovation and transparency within the government, including Data.gov.
Prior to joining the federal government, Mr. Paul has worked in a variety of other entrepreneurial, technology development and leadership roles. Mr. Paul received his Master of Science in electrical engineering (1987) and Bachelor of Science in both electrical engineering and mathematics (1984) from the University of Maryland, College Park.
Phil has both breadth and depth of security experience. He currently works as the Chief Information Security Officer for Ivanti. He has held other senior security positions including the head of operational security for a medical manufacturing corporation, Chief Security Officer for financial services technology (FinTech) company, and Engineering Director at a regional healthcare corporation. In his security leadership roles, he has created and implemented information security policies based on industry standards. He has led organizations to clean PCI DSS and HIPAA compliance attestations, implemented security awareness training, and established a comprehensive compliance security audit framework based on industry standards. He has led Ivanti through their most recent FedRAMP authorization process. He has implemented global privacy policies, including addressing privacy issues in the European Union. Transforming an organization requires focus on the objectives, clear communication, and constant coordination with executive leadership, which is exactly what Phil has focused on during his security career.

She is skilled in securing stakeholder approval for emerging ideas and has consistently been recognized as a change agent to champion cross-company transformation initiatives.
Before joining Boeing, Fleming was the vice president of Application Solutions at BAE Systems, Inc. In this role, she had responsibility for full lifecycle management of all IT applications supporting 30,000 employees. Prior to this role, Fleming served as vice president of Business Technology & Transformation at BAE Systems, Inc. where she developed an enterprise technology roadmap, introduced enterprise-wide technology, governance, change management and centralization of IT resources to deliver efficiency and cost savings.
Previously, Fleming held several executive positions during her 13-year career at Sprint Nextel, now T-Mobile, in a variety of leadership roles with increasing levels of responsibility. She led B2B, B2G and B2C business in a variety of roles including: profit & loss for a $6B business, customer-facing global operations, sales engineering, program management, marketing strategy, vendor management and Chief of Staff to the CEO.

Ms. Sacks Recently won international recognition as one of the top 100 visionaries in education. Earlier this year, her team earned a CIO 100 award for data analytics used to turn around failing students and schools. In 2019 the Global Women in Technology Association named her as the “Woman of the Year”. The Georgia CIO Leadership Association named Ms. Sacks “CIO of the Year” in 2017 for the Non-Profit sector and she was named the 2015 “Woman of the Year” for the Georgia Women in Technology organization. Prabhash Shrestha is the group executive vice president and chief digital strategy officer for the Independent Community Bankers of America® (ICBA). In his role, Shrestha leads the association’s information technology and digital efforts, ensuring their alignment with ICBA’s business goals and objectives.
Shrestha has more than 20 years of extensive information technology experience including leadership roles with the Association of Fundraising Professionals and the Association of Trial Lawyers of America. He most recently served as vice president of technology for the American Gastroenterological Association, where he led the organization’s technology strategy and operations.
Shrestha speaks frequently on technology strategies and issues. He has received a number of industry honors, including a Top Association and Non-Profit Innovators award in 2017 and 2015, a 2016 Top Association Tech Guru award, and several teaching excellence awards at Georgetown University.
