    Dr. David A. Bray was named one of the top "24 Americans Who Are Changing the World" under 40 by Business Insider in 2016. He was also named a Young Global Leader by the World Economic Forum for 2016-2021. He also accepted a role of Co-Chair for an IEEE Committee focused on Artificial Intelligence, automated systems, and innovative policies globally for 2016-2017 and has been serving as a Visiting Executive In-Residence at Harvard University since 2015. He has been named a Marshall Memorial Fellow for 2017-2018 and will travel to Europe to discuss Trans-Atlantic issues of common concern including exponential technologies and the global future ahead. He also will start a new role as Executive Director for the People-Centered Internet coalition founded and chaired by Vint Cerf in October 2017.

    David enjoys creative problem solving. He began working for the U.S. government at age 15 on computer simulations at a high-energy physics facility investigating quarks and neutrinos. In later roles, he designed new telemedicine interfaces and space-based forest fire forecasting prototypes for the Department of Defense. From 1998-2000 he volunteered as a part-time crew lead with Habitat for Humanity International in the Philippines, Honduras, Romania, and Nepal while also working as a project manager with Yahoo! and a Microsoft partner firm. Dr. Bray then joined as IT Chief for the Bioterrorism Preparedness and Response Program at the U.S. Centers for Disease Control and Prevention, leading the program's technology response to during 9/11, anthrax in 2001, Severe Acute Respiratory System in 2003, and other international public health emergencies. He later completed a PhD from Emory University’s Goizueta Business School and two post-doctoral associateships at MIT and Harvard in 2008.

    David likes to be a digital diplomat and a "human flak jacket" for teams of change agents working in turbulent environments. He volunteered in 2009 to deploy to Afghanistan to help "think differently" on military and humanitarian issues and in 2010 became a Senior National Intelligence Service Executive advocating for increased information interoperability, cybersecurity, and protection of civil liberties. In 2012, he became the Executive Director for the bipartisan National Commission for Review of Research and Development Programs of the United States Intelligence Community, later receiving the National Intelligence Exceptional Achievement Medal. He received both the Arthur S. Flemming Award and Roger W. Jones Award for Executive Leadership in 2013. He also was chosen to be an Eisenhower Fellow to meet with leaders in Taiwan and Australia on multisector cyber strategies for the "Internet of Everything" in 2015.

    David passions include "near impossible missions" involving humans and technology in challenging circumstances. He has served as the Chief Information Officer for the Federal Communications Commission, leading FCC's IT Transformation since 2013. Through the efforts of a team of positive change agents, he led the transformation of the FCC's legacy IT with more than 207 different systems to award-winning tech. This included rolling-out new cloud-based IT that achieved results in 1/2 the time at 1/6 the cost. He was selected to be one of the "Fedscoop 50" for Leadership in 2014, 2015, and 2016 and the recipient of the Armed Forces Communications and Electronic Association's Outstanding Achievement Award for Civilian Government in 2015. Dr. Bray also received the global CIO 100 Award twice, which usually is awarded to private sector Fortune 500 companies, both in 2015 and 2017, for his transformational leadership.

  • Scott Cadwalader

    Scott is co-founder and Managing Partner of Diligent Partners, LLC. For 14 years, he held the position of Senior Vice President and Chief Operating Officer at another retained executive search firm based in Southern California. Scott is responsible for our firm’s search operations, client management, and sales and marketing. He also serves as the firm’s Information Technology practice leader. He has managed searches for many leadership roles across such industries as Biotech and Pharmaceuticals, Consumer Products, Financial Services, Healthcare, High Tech, Management Consulting, Medical Device, Manufacturing and Distribution, and Retail. Prior to entering executive search, Scott was a founding Principal at Transition Management Consulting, where he led client engagements in Organizational Assessments, Information Technology Strategy, Architecture and Platform Migration. Scott also was a Managing Consultant at SHL Systemhouse (now EDS). At Gartner Group, Scott was a Managing Director in Consulting Services. Scott began his Gartner career in sales as an Account Executive and then as a National Account Manager.

    Over the years, Scott has developed and formalized a search methodology focused on quality outcomes, and has authored numerous articles on recruiting and retaining top talent, and on interviewing and assessing strategic hires for character, integrity and leadership.

    Scott is a board member and membership chair for the Southern California chapter of Society for Information Management (SIM), the premier not-for-profit organization of information technology experts, including CIOs, CTOs and emerging IT leaders. Since 2010, he also has been a frequent presenter/panelist at CIO summits across the West Coast for HMG Strategy for whom he serves on its Advisory Board.

    Scott has a Bachelor of Arts from the University of California Los Angeles, and a certificate from the UCLA Andersen Graduate School’s Managing the Information Resource program.

    Thirty-year IT veteran, Carol Fawcett currently serves as the Corporate Vice President and Chief Information Officer for Golden State Foods, one of the largest diversified suppliers to the Quick Service Restaurant and retail industries. Headquartered in Irvine, California, GSF is values-based with proven performance in superior quality, innovation and customer service in both manufacturing and distribution.  In this role, Carol provides vision and leadership for developing and executing digital transformation initiatives to improve GSF’s supply chain management operations, improving cost effectiveness, service quality and business development which service over 125,000 restaurants and stores from 50 locations on five continents.

    Prior to joining GSF, Carol served as Chief Information Officer of Dell Software from 2012-2017, leading teams through an IT transformation resulting in a fully automated, simplified IT footprint that delivered significant efficiency and innovation opportunities across the businesses.  While at Dell, Carol was also responsible for the strategic vision of M&A IT acquisition integrations and infrastructure companywide.  Prior to Dell, Carol served as the Chief Information Officer at Quest Software from 2000-2012.  Before joining Quest in 2000, she held IT leadership roles at Western Digital, Coldwell Banker and Pacific Mutual, leading transformational initiatives for both IT and business in all areas of the organizations. 

    With more than three decades of serving in information technology leadership roles, Carol has a dynamic reputation in the industry providing critical insight to innovation teams as new solutions are introduced into the market. She has a proven track record in successful infrastructure, applications, e-commerce, Salesforce automation and customer care.

    Originally from Chicago, Carol has been living in Southern California since 1978. She earned a Bachelor of Science degree in Management Information Systems with a minor in Computer Science from National University in San Diego.

    Ms. Foley serves on the full boards of Provident Financial Services & Provident Bank and is a member of the Audit & Technology committees. She is Chairman (& prior President) for Westchester Fairfield Society for Information Management. She serves on three university advisory boards (PACE, University Bridgeport, Rutgers Cyber Security Program), in addition to Accenture’s Insurance Innovation Board and a Blockchain startup.  Ms. Foley is a member of the National Association for Corporate Directors and the World Affairs Forum.  She also chaired global Insurance standard committees (e.g. ACORD, BRMA, RAA) for many years to help drive Insurance eCommerce adoption. 

    Previously, Ms. Foley held Chief Information Officer roles, Chief Data Officer Role and Head of Corporate Operations role at XL Group (now AXA XL), which is a global provider of commercial Insurance and Reinsurance. She also served on their U.S. Legal Entity boards in former years.

    Ms Foley also held technology leadership roles at; Guy Carpenter, New York Shipping and Pershing Division of Donaldson Lufkin & Jenrette.  

    As former Managing Director at XL Group, Ms. Foley helped drive company growth, expense containment and innovation strategies through success in multiple M&A integrations, diversification's, major complex business transformations, regulatory compliance, data privacy, cyber security, shared service establishment and by leading technology, data & digital capabilities globally. 

    Prior to XL Group, Ms. Foley held various technology positions at other Reinsurance, Financial brokerage, Shipping and Manufacturing firms. She lived and worked in Ireland, Bermuda and U.S. (citizen).

    Ms. Foley is a sought after conference speaker on technology, digital, cyber/privacy and data, plus has published many articles over the years. She holds both a Bachelor of Science and Teaching Diploma from University College Cork, Ireland, Masters of Science from PACE University NYC and a Technology Leadership certificate from Babson University Boston. Ms. Foley also attended NYC College of Insurance and also College of Finance.

    Daphne E. Jones is an accomplished and seasoned executive with extensive experience using digital technologies strategically, entrepreneurially, and globally within multi-national corporations. She has over thirty years of experience in general management and executive level roles at IBM, Johnson & Johnson, Hospira (now Pfizer) and General Electric. During her tenure at GE, she served as: SVP for Future of Work, SVP & CIO.  She ran IT for Product Engineering, Imaging, and Ultrasound, and was Senior Executive & CIO For Global Services – all comprising a $13B segment within GE Healthcare.

    Prior to GE Healthcare, her early career days were spent at IBM and Johnson & Johnson as an IT Executive followed by her role as a Corporate Officer, SVP & CIO at Hospira, Inc. a  $5B global pharmaceutical and infusion technology company.  She was the first woman and African American to report to the Chairman of the Board with accountability for all aspects of Hospira’s enterprise, cyber, digital & analytics technology. A driver of change acceleration and leadership development, her career has been spent using digital technologies to transform business models, distribution channels and products. 

    Daphne serves on the board of directors for AMN Healthcare, Inc., Barnes Group Inc, and Masonite International Corp and is regarded as an authority on how to prepare for and land a corporate board seat.  She is the recipient of the University of West Indies’ Luminary Award,  was named one of Illinois’ Most Powerful and Influential Women by the National Diversity Council, and was Computerworld Premier 100 CIO.   She is a member of the National Association of Corporate Directors (NACD), Accenture Cybersecurity Women’s Council, The Digital Directors Network (DDN), and Executive Leadership Council (ELC). 

    Daphne’s contemporary experience and thought-leadership helps drive innovation globally; enabling business transformation across major industries.  A corporate advisor, mentor and budding author; her inspiring life story from poverty to executive leadership has made her a sought after speaker and consultant.

     Ralph Loura was Lumentum’s Senior Vice President IT and Chief Information Officer. Loura joined Lumentum in October 2018 with a rich history of senior IT leadership where he directed IT organizations executing programs in business intelligence, operations, and customer-relationship management. 

    Before Lumentum, Loura has served over 25 years as an IT leader with premier companies in technology and consumer products including Rodan + Fields, Hewlett-Packard (HP) Enterprise Group, Clorox, Symbol Technologies, Cisco, and Lucent Technologies.

    Loura is a recipient of Computerworld’s 2012 Premier 100 IT Leaders and Consumer Goods Technology’s 2013 CIO of the Year. He holds a B.S. in computer science-mathematics from Saint Joseph's College and a Masters in computer science from Northwestern University.

    Joel Manfredo is the Chief Information Officer at the Motion Picture Industry Pension & Health Plans. In this role, Joel is responsible for all aspects of information technology (IT) including strategy and architecture, infrastructure and operations, business application delivery, the project management office, and IT administration and security.

    Prior to joining the Plans, Joel served as the Chief Technology Officer for the County of Orange in California, in the Chief Information Officer role for The Irvine Company, and in other Chief Information Officer and Chief Technology Officer roles since the mid-1990s.  Joel is kown for successful transformations both in business roles and in technical roles.

    Joel has served on many non-profit Boards including the Society of Information Management, Executive Next Practices Institute, UCLA’s IS Associates, CleanTech OC, Realcomm, Access Executive Network, and the Trojan Club of South Orange County.  Joel was the founding chairman of UC Irvine’s CIO Roundtable (The Paul Merage School of Business) and further served UCI on the Dean’s Leadership Circle for the School of Information and Computer Sciences (ICS) and as the Chairman of the Corporate Committee for ICS and for the School of Engineering.  Joel also was a mentor in both UCI’s and Chapman’s MBA programs.

    Joel has a Bachelor of Science in Business Administration from Lehigh University and both a Master of Business Administration and Master in Science in Finance from Loyola University in Maryland.

  • Thomas Phelps

    Thomas Phelps IV is the VP of Corporate Strategy & CIO for Laserfiche, a global provider of enterprise content management and process automation software. Thomas joined Laserfiche in 2014 and leads IT, industry marketing, analyst relations and major strategic initiatives. He was part of the executive team that launched Laserfiche Cloud in 2015, and led security and compliance efforts to obtain a SOC 2 attestation. Thomas led corporate initiatives for Laserfiche to be recognized as a Challenger in the Gartner MQ for Content Services Platform for the first time in 2017 and 2018, a Peer Insights rating of 4.7 (out of 5.0) as of August 18, 2019, and a Leader in the Nucleus Research 2019 ECM Value Matrix. He created the team that redesigned Laserfiche certification courses used to train customers and over 300 solution providers globally.

    Prior to Laserfiche, Thomas was the national entertainment and media champion for cybersecurity at PwC. He led the initiative to innovate content security practices used worldwide in the motion picture industry. He also developed the PwC methodologies and marketing collateral for the new Telecom and Network Services practice. He was the Advisory Services leader for two major accounts generating over $12M in annual advisory revenue, including a client service team that received the PwC Chairman’s Award. He provided Fortune 500 clients with guidance on IT transformation, security, privacy, internal audit and business continuity management. He designed and implemented solutions and risk management programs to address SOX, HIPAA, GLBA and other regulations. In addition, Thomas was part of three new business initiatives at Motorola. This included the start-up Internet Software Products Division (Austin, TX), the multi-billion dollar Motorola MOS 12 (Chandler, AZ) semiconductor fab, and a new production line for Motorola Radius GP 300 radios (Mt. Pleasant, IA). 

    Thomas is the Chairperson of Long Beach AcceleratorTM, a non-profit whose mission is to accelerate early stage startups with seed funding, mentorship and exit strategy. He is on the ISACA 50th Anniversary Panel, providing governance and speaking at events for a cybersecurity and IT audit standards-setting organization—with 460,000 engaged individuals in 188 countries and 220 chapters. He is on the Executive Board for Innovate@UCLA, an executive IT organization sponsored by UCLA, and the Marketing Chair for the Southern California, Society of Information Management (www.SCSIM.org). Thomas is also the Director of Corporate Relations for LA Blockchain Lab. He has co-authored the book, Telecommunications Cost Management, published by CRC Press. He has contributed to several ISACA publications including Risks of Customer Relationship Management, a joint book effort with PwC. He earned his BBA in MIS from the University of Texas at Austin. In 2019, Thomas became an adjunct professor teaching IT Auditing and Analytics in the USC Masters in Accounting program.

    Rob Pickering is an Executive Consultant with more than 20 years of experience within IT Leadership across the Telecommunications, Travel, and Consulting industries.  Rob has been with ServiceNow for over 4 years, where he has had roles in the Chief Innovation Office, Customer Success, and most recently the Inspire team.  

    Prior to joining ServiceNow, Rob spent 10 years with AAA (Allied Group) as CIO where he implemented ServiceNow in 2013, initially for Portfolio and Project Management, and rapidly modernized their IT operations.  He then adopted the platform for the Digital Transformation of all AAA business practices through the use of Enterprise Service Management by extending the ServiceNow platform outside of IT and into seven other business lines where ServiceNow helped to streamline their business operations and become a Single System of Action for the AAA enterprise.  Finally, he was able to move the AAA organization to a greater focus on Innovation with a concentration in new Business Services delivered to members.  Prior to AAA, Rob ran Internet Operations for Cincinnati Bell Telephone (6 years), and the Development Practice at WhittmanHart Consulting (2 years).

    Rob has certifications in ITIL, ServiceNow (Administration, Development, ITSM Implementation, and Event Management Implementation), Splunk, Security Penetration Testing, Unix Operating systems, macOS, Human Centered Design, and Situational Leadership.

    Rob has a Bachelor of Science in Systems Analysis and Computer Science from Miami University.

    Rob lives in San Jose with his wife, Deb, 9 year-old son Trip, and new “Covid puppy” Sunny.  When not delivering for customers and internal teams, Rob enjoys SCUBA diving (certified Rescue Diver), Home Automation, reading, and Bourbon (not in that order).  He recently completed two back-to-back sessions of #75hard, which resulted in his losing over 35 lbs. since March and reading 25 books.  Ask him about it.

    With a B.S. in Hospitality Administration, a Master’s in Business, and a certification in Healthcare Administration, Sarah currently serves as the Vice President of IT Change Leadership for Optum.  Optum serves 18M patients, 46k aligned physicians, 9k advanced practice clinicians, and 80 payers.  Sarah is also an advisor and career coach for ArcVida, an e-learning start-up that provides clients the tools and support they need to land the job that will launch careers they love.  She has built award-winning teams and has been recognized by The Kansas City Business Journal as a ‘Woman Who Means Business’, a “Next Gen Leader’ and ‘Rising Star’ by KC Business Magazine, and an ‘Outstanding Executive’ by Advancing Women in Technology.

    UCLA School of Public Health

    Dr. Anne W. Rimoin is a Professor of Epidemiology at the UCLA Fielding School of Public Health and Infectious Disease Division of the Geffen School of Medicine. She is the Director of the Center for Global and Immigrant Health and is an internationally recognized expert on emerging infections, global health, surveillance systems, and vaccination.

    Her pioneering work has focused on the emergence of infectious disease in populations living at the intersection of animal-human contact primarily in the Democratic Republic of Congo (DRC). It has led to fundamental understandings of the long-term consequences of Ebolavirus in survivors and yielded several important discoveries including the emergence of monkeypox since the cessation of smallpox vaccination, the identification of a new pathogen (Bas Congo Virus) and novel strains of Simian Foamy Virus in humans.

    Dr. Rimoin has been working in the DRC since 2002, where she founded the UCLA-DRC Health Research and Training program to train U.S. and Congolese epidemiologists to conduct high-impact infectious disease research in low-resource, logistically-complex settings. Her team is also leading efforts to assess vaccine efficacy and durability of immune response to Ebolavirus vaccine in outbreak settings in the DRC. Her team also leads health mapping activities for better disease surveillance to better understand population immunity to vaccine preventable diseases and coordinated studies of the epidemiology, natural history, and pathogenesis of acute and asymptomatic viral hemorrhagic fever infections in populations. She has been a strong advocate for capacity building in low resource settings and conducting disease surveillance in complex emergencies. She is currently leading a study of COVID-19 transmission among the Los Angeles health workforce.

    Dr. Rimoin has published more than 80 research articles and book chapters. Her work has been featured in The New York Times, The Atlantic, The Economist, The Wall Street Journal, The Washington Post, WIRED, Discover, Scientific American, Popular Science, Forbes, National Geographic, Nature and Science. She also appears frequently on television and radio discussing major issues surrounding disease emergence and has recently been a leading voice on the COVID-19 pandemic in national news for CNN, MSNBC and Fox Business News.

    Major supporters of Dr. Rimoin’s research include: the Food and Drug Administration, National Institute of Allergy and Infectious Diseases of the US National Institutes of Health (NIAID-NIH), the Bill and Melinda Gates Foundation, the Faucett Catalyst Fund and other private and public organizations. She was recently inducted as a Fellow of the American Society of Tropical Medicine and Hygiene.

    Dr. Rimoin earned her B.A. in African History at Middlebury College, M.P.H. (Community Health Sciences) at UCLA Fielding School of Public Health and Ph.D. (International Health) at Johns Hopkins Bloomberg School of Public Health. She also served as a Peace Corps Volunteer in Benin, West Africa where she began her career in public health with UNICEF and the Carter Center.
