    Richard is the CIO at the Oregon State Police and has 23 years in the Public and Academic Health Sectors. He is also the current President of the Portland Chapter of SIM (Soc. Info. Management). He is a proponent of Holistic Technology Management, seeing beyond the immediate impact and looking to solve for the potential "butterfly effect." He is passionate about helping align the business strategic goals with the rapidly changing and emerging technology and applications landscape e.g., Cloud computing IoT, AI/Deep Learning, and Big Data. He is also an avid technology ethicist, looking for the unseen opportunities and unintended consequences of today's technology advances, and being more thoughtful with how IT is implemented effectively, efficiently and ethically..

    Latricia Brand (Tricia) began her tenure as Portland Community College’s (PCC) Chief Diversity Officer in January 2019. She helps to steer college-wide equity initiatives and also leads the Office of Equity & Inclusion where the district diversity council sits, and compliance roles for Title VII and Title IX. Tricia also teaches at Lewis & Clark College in Master’s in Educational Leadership program.

     

    Tricia joined PCC in 2014 as the Associate Dean of Student Development at the Southeast Campus, and served a year as the campus’ Interim Dean of Student Development. During this time, she led her campus student affairs efforts as deputy Title IX Coordinator, and supported areas such as student leadership development, student conduct, counseling, crisis management and intervention, and campus resource centers.

     

    Tricia has also served as a senior-level administrator at small colleges and large research universities--supporting historically underrepresented students and engaging college equity and diversity strategies. Prior to joining PCC, she was appointed Associate Dean of Student Engagement and Director Multicultural Affairs at Lewis & Clark College in Portland.  From 2006 to 2009 she was the Director of TRiO/Student Support Services and the Associate Director of Undergraduate Initiatives within the Multicultural Affairs and Student Success division at the University of Arizona. Tricia earned a bachelor’s degree from Washington University in St. Louis and master’s degree in Educational Psychology from Rutgers University in New Brunswick, NJ.

    Over her career she has been engaged in all aspects of Information Security Management and takes a pragmatic approach to the application of security controls to meet business objectives. Through her work she has developed an extensive understanding of the commercial sector and its particular security needs. In her current role she works with Industry, Government and Academia, assisting all sectors in raising levels of competency and education. 

     

    Amanda has a Masters degree in Information Security, Full Membership CIISec and is a Fellow of the BCS. In 2007 she was awarded European Chief Information Security Officer of the year by Secure Computing magazine and frequently listed as one of the most influential women within the industry.

    Stephanie Franklin-Thomas is a senior information technology executive with over 24 years of experience assisting public and privately held companies in a variety of industries transform and protect their businesses worldwide. Stephanie’s career reflects a demonstrated track record in leading successful large-scale technology focused transformation initiatives, optimizing technology enablement to support business initiatives in complex, global business environments, and executing M&A transactions across the deal lifecycle in domestic and global markets. She also brings deep corporate governance experience through her work with corporate boards, including audit, risk and compliance committees and is qualified to serve on audit committees as a regulatory compliance expert.

     

    Currently Stephanie is the Vice President and Chief Information Security Officer of ABM Industries, a leading provider of facilities solutions with revenues of over $6B and over 130,000 employees in 300+ offices deployed throughout the United States and various international locations. As ABM’s first CISO Stephanie is credited with driving security strategy and transformation with a specific emphasis on the development of a risk based fit-for-purpose program. 

    Prior to joining ABM, Stephanie has held various executive level positions at multibillion dollar firms.  She is the former Vice President and Chief Information Security Officer of Motiva Enterprises, a Downstream oil and gas company that is the fully owned affiliate of Saudi Aramco with over $33B in sales revenue and the former IT Controller, Digital Technology at BakerHughes, a GE company, Oilfield services company with $12B annual revenue where she was responsible for all aspects of the IT Controllership/Governance function.  Within these roles she led several enterprise-wide transformation initiatives focused on strengthening the organizational security posture to adapt to changing cybersecurity threats.  She was a key member of internal management committees including Cybersecurity, Enterprise Risk Management, and Information Technology and is a Diversity, Equity and Inclusion (DE&I) champion holding positions board seats on the Corporate Women’s council and diversity network to elevate diversity and women’s issues and foster an inclusive work environment during her tenure at both organizations.

    Stephanie spent the bulk of her career in advisory consulting at Pricewaterhouse and EY, where she spent over 10 years with increasing responsibility. She provided professional services to public and privately held companies on regulatory compliance, business transformation, cybersecurity incident and response preparation, and merger and acquisition IT integration.

     

    She is a member of the St. Luke’s Hospital board of directors, and previously Stephanie served as the former vice chair of the of the Cybersecurity Committee of the Operational Planning, Control & Automation Technologies (OPCAT) division of the American Fuel and Petrochemical Manufacturers board. the NAACP's Afro-Academic, Cultural, Technological and Scientific Olympics (ACT-SO) board of directors where she chaired the Finance and Accounting Committee.  Due to the fluidity of the technology space Stephanie is also affiliated with numerous professional and industry associations.

     

    Stephanie attended University of Texas at Austin and received both her bachelors and Master of Business Administration degrees in Management/Finance from Our Lady of Lake University.  Additionally, she received her doctoral degree from the University of Northcentral Arizona in Organizational Development and Leadership. She is a published author, and frequent speaker on Cybersecurity and D&I topics, a Certified Information Systems Auditor, and a lifetime member of the National Black MBA Association.

    Reet Kaur is a Chief Information Security Officer (CISO) at Portland Community College (PCC), Oregon. Reet is a highly enthusiastic Cybersecurity leader who has supported organizations in the strategic planning and development of risk-based security programs to meet requirements for establishing, implementing, monitoring, and maintaining a security posture in the ever-changing cybersecurity landscape. Reet has 20+ years of experience working as a leader in IT and information Security in Fortune 500 companies like Nike Inc., AECOM, Fidelity and Canadian Imperial Bank of Commence (CIBC). She holds a Master's degree in Engineering from University of Waterloo, Canada. She is a PMI Project Management Professional (PMP), an (ISC)² Certified Information Systems Security Professional (CISSP) and an ISACA Certified in Risk and Information Systems Control (CRISC). She is passionate about mentoring and coaching to help uplift others in their careers.     John Kochavatr serves as Vice President, Information Technology and Supply Chain at Portland General Electric (PGE). He enables PGE to deliver safe, reliable, affordable, and clean energy to over two million residents by driving information technology, supply chain, and digital solutions across the enterprise.

    He leads a team of more than 600 people to help decarbonize and electrify PGE’s service territory. Kochavatr’s entrepreneurial leadership style encourages his team members to take calculated risks and put forth disruptive strategies with the goal of bringing about innovative change.   

    Prior to joining PGE in 2018, Kochavatr served as Chief Information Officer and Chief Digital Officer at General Electric (GE) Water & Distributed Power from 2012 to 2017. He served in various CIO and IT leadership roles across several GE divisions, including Energy, Aviation, Oil & Gas, and financial services. He has extensive experience building and leading shared services teams, from acquisition integrations and divestitures to global enterprises such as SUEZ, SwissRe, and Berkshire Hathaway.

    Kochavatr started his career at early stage start-up ventures in online education and supply chain consulting. He holds a Bachelor of Arts in Sociology from the University of California, Los Angeles (UCLA) and a master’s degree in business administration from the University of Chicago, Booth School of Business.

    Realizing the myriad of challenges facing payments in healthcare, yet the breadth of opportunity awaiting the innovator, Rob brings a focus from healthcare and payments to Catalyte’s ability to find, train, deploy and mentor diverse, technical, local talent from unusual places for companies to hire with no conversion fee.

     

    Prior to Catalyte Rob was Head of Product Management for Payments & Print at Change Healthcare where he led innovation around new and existing products, and managed effective solution delivery through to the broader healthcare market.

     

    When Change Healthcare needed to replace their four, legacy communication & print systems, Rob led a global evaluation of large Customer Communication Management solutions to select a best fit vendor solution for consolidating the four legacy systems of Change Healthcare.

     

    Before making his move into healthcare processing, Rob spent a combined 20 years in the payments processing industry; from managing the Visa real-time, Debit & Credit global payments system’s product development teams, to managing the product development teams for PayPal’s Payments, Compliance and Money Market solutions globally.

     

    While Rob’s final hoorah at Visa was his team’s reengineering of the global Visa Integrated Payment System to 100% availability, the focus at PayPal was more to develop and deliver many hundreds of new payments products and enhancements on time, with quality each year.

     

    It is challenging in general to create an effective product vision and feel confident of market adoption, making POC’s a must. This is especially true in healthcare and Rob found POC’s effective in trialing a new ‘Event-Based’ patient billing product as an alternative to month-end billing.

     

    As Rob hails from Australia, he finds family memories continue to be made during times of local and international travel, spending time with immediate and extended family. Rob moved to Portland, Oregon, 3 years ago with his wife, a daughter in high school and a son starting his career in IT, so life continues to be busy but interesting. 

  • Lee David Milligan, MD

    Dr. Milligan serves as Senior Vice President & CIO for Asante Health System in southern Oregon.  As such, he develops and leads the implementation of strategic plans for all enterprise-wide Information Services, Networks, Telecommunications, Clinical Informatics, Infrastructure, Health Information Services, Data Analytics and Information Security.  He is an Epic Physician Builder with certifications in Basic, Analytics and Orders.  He has served as a Director on a number of Healthcare boards including Propel Health, Oregon ACO, Ashland Community Hospital, Asante Physician Partners, and Asante Health System.  He is a frequent contributor to a variety of healthcare IT industry related periodicals, podcasts and live presentations. 

    Prior to serving as CIO, Dr. Milligan served in many progressive leadership roles including CMIO, Medical Director of Informatics, Medical Director of CDI, Physician Informaticist and Emergency Department physician.  He is board certified in both Emergency Medicine and in Clinical Informatics.  He is also CHIME CHCIO certified.  He has worked clinically as an Attending Physician at all three of Asante’s Emergency Departments. 

    Dr. Milligan was raised in Erie, Pennsylvania. He graduated from George Washington University School of Medicine in 1997, and UCLA Emergency Medicine internship/residency in 2000.  He also attended the University of Utah for his undergraduate studies.  His wife Jennifer is a certified PA in Allergy & Asthma and together they are raising 4 children: Sean, Jake, Molly and Danny.  In his free time, he enjoys writing and spending quality time with his family in the Pacific Northwest outdoors--hiking and riding motorcycles.

    Ms. Muro holds a Bachelor in Science in Nursing Degree from Baylor University and a Master of Science Degree in Human Relations and Business from Amber University.   Deb was nominated as a Finalist for the Iowa Technology Association “Women of Innovation” Award” and has been identified by Becker’s Healthcare as one of the “100 Community Hospital CIOs to Know.”

In her new role, Soares directs all technology for both the Trail Blazers’ Broadcasting and Information Technology departments. Prior to joining the organization, Soares was the Global and US IT Enablement Director with KPMG for 12 years, worked for Wyndham Worldwide in International Service Delivery and Application Development for hotels worldwide and worked at AIG delivering eBusiness and Content Management solutions.

    Soares actively volunteered in her community in New Jersey and New York, prior to moving to Portland, with the Board of Dimension Learning and as an active EMT where she held different Board positions. Soares graduated from Mumbai University in India with a Bachelor of Commerce degree and holds a diploma in Pianoforte from the Trinity College of Music in London. Soares relocated to Portland two years prior with her husband, Neville, and two college-aged daughters. She enjoys cooking, running, hiking and playing piano in her spare time.

Stout worked in Sport for Social Change in South Africa, Australia, Central and South America and Europe prior to moving back to her hometown, Portland, in 2011.
