Prior to starting Horizon3, Snehal served as CTO for the US Department of Defense, responsible for transforming the technology capabilities of the command to include cyber security, advanced R&D, AI, and data analytics. Snehal was formerly the CTO of Splunk, and before that, a CIO at GE Capital. Snehal started his career at IBM as a software engineer, where he earned 16 patents for his work in cloud, distributed computing, and large-scale data processing. Snehal earned in BS in Computer Science from Purdue, where as a freshman he watched Tom Brady play Drew Brees. Judith currently serves as Vice President IT for Amtrak where she leads a service-oriented team that partners with the business to provide IT and process transformation solutions and support critical business applications and strategic projects and initiatives.     Previously, Judith was Vice President and Chief Information Officer of U.S. Silica, a leading producer of performance materials and industrial minerals. At U.S. Silica, Judith spearheaded an IT and digital transformation to support the company’s rapid and substantial growth. She led a company-wide technology modernization, shifted IT from a utility provider to a high-performing strategic business partner, integrated multiple acquired companies, and collaborated with business leaders on strategic initiatives that enabled scalability, drove business efficiencies, and provided market differentiation.

    Prior to U.S. Silica, Judith held various IT leadership roles with Sigma-Aldrich, BioReliance, and Invitrogen, and spent several years as a consultant with ePresence and PricewaterhouseCoopers. She began her career implementing process improvements within the Department of Defense.

    Judith was awarded the 2018 Enterprise Capital CIO of the Year Orbie Award and the Norma Miller Passionate Philanthropist Award in 2016. She has been a featured speaker at conferences and on podcasts and author/contributor for various published articles. Judith is passionate about promoting women in technology and spearheaded Amtrak’s inaugural WIT Summit.

    Dr. David A. Bray was named one of the top "24 Americans Who Are Changing the World" under 40 by Business Insider in 2016. He was also named a Young Global Leader by the World Economic Forum for 2016-2021. He also accepted a role of Co-Chair for an IEEE Committee focused on Artificial Intelligence, automated systems, and innovative policies globally for 2016-2017 and has been serving as a Visiting Executive In-Residence at Harvard University since 2015. He has been named a Marshall Memorial Fellow for 2017-2018 and will travel to Europe to discuss Trans-Atlantic issues of common concern including exponential technologies and the global future ahead. He also will start a new role as Executive Director for the People-Centered Internet coalition founded and chaired by Vint Cerf in October 2017.

    David enjoys creative problem solving. He began working for the U.S. government at age 15 on computer simulations at a high-energy physics facility investigating quarks and neutrinos. In later roles, he designed new telemedicine interfaces and space-based forest fire forecasting prototypes for the Department of Defense. From 1998-2000 he volunteered as a part-time crew lead with Habitat for Humanity International in the Philippines, Honduras, Romania, and Nepal while also working as a project manager with Yahoo! and a Microsoft partner firm. Dr. Bray then joined as IT Chief for the Bioterrorism Preparedness and Response Program at the U.S. Centers for Disease Control and Prevention, leading the program's technology response to during 9/11, anthrax in 2001, Severe Acute Respiratory System in 2003, and other international public health emergencies. He later completed a PhD from Emory University’s Goizueta Business School and two post-doctoral associateships at MIT and Harvard in 2008.

    David likes to be a digital diplomat and a "human flak jacket" for teams of change agents working in turbulent environments. He volunteered in 2009 to deploy to Afghanistan to help "think differently" on military and humanitarian issues and in 2010 became a Senior National Intelligence Service Executive advocating for increased information interoperability, cybersecurity, and protection of civil liberties. In 2012, he became the Executive Director for the bipartisan National Commission for Review of Research and Development Programs of the United States Intelligence Community, later receiving the National Intelligence Exceptional Achievement Medal. He received both the Arthur S. Flemming Award and Roger W. Jones Award for Executive Leadership in 2013. He also was chosen to be an Eisenhower Fellow to meet with leaders in Taiwan and Australia on multisector cyber strategies for the "Internet of Everything" in 2015.

    David passions include "near impossible missions" involving humans and technology in challenging circumstances. He has served as the Chief Information Officer for the Federal Communications Commission, leading FCC's IT Transformation since 2013. Through the efforts of a team of positive change agents, he led the transformation of the FCC's legacy IT with more than 207 different systems to award-winning tech.     Mark is a Visiting Lecturer at the Massachusetts Institute of Technology (MIT), where he has taught both computer systems engineering (6.033) and software engineering (6.170). He has also previously taught the graduate database class at Harvard University.  He is author of the book Bits to Bitcoin: How Our Digital Stuff Works

    Mark’s first job after college was to test the NU network management system for the Arpanet, predecessor to the Internet. He received his Ph.D. from MIT, where his advisor was Barbara Liskov. He has 38 issued patents relating to presence, streaming media, content networking, mobile communications, security,and telephony.

    Kristie previously served as global CIO and vice president for supply chain at General Dynamics Information Technology (GDIT).  There she led the transformation enterprise IT strategic plan and IT Shared Services center for customers, along with supply chain management.  Prior to that, Kristie was director of planning and governance and director of client delivery enablement for Computer Sciences Corporation (CSC), a predecessor of DXC. 

    Her career in professional IT leadership spans more than 20 years.  Kristie has led four major IT transformations while overseeing changes to enterprise-wide technology, cyber and risk management, culture skills and behaviors.  Before joining CSC, she served as CIO, chief of staff and global IT strategy executive for PricewaterhouseCoopers.

    Wanda Jones-Heath is the Principal Cyber Advisor for the Department of the Air Force, comprised of the U.S. Air Force and U.S. Space Force. As the Principal Cyber Advisor for the Department of the Air Force, Ms. Jones-Heath’s duties include synchronizing, coordinating and overseeing the implementation of the DAF Cyber Strategy and advising the Secretary of the Air Force on all cyber programs. She is responsible for overseeing cyberspace recruitment; resourcing and training of cyber mission forces, as well as assessing their readiness; overseeing acquisition; advocate for cyber investments; cybersecurity supply chain risk management; security of information systems and weapon systems.

    Prior to current position, she served as the Chief Information Security Officer and advised the Chief Information Officer on cybersecurity policy, cybersecurity programs, and cyber force development. She leads a Directorate comprised of military, civilian, and contractor personnel responsible for developing cybersecurity policy and strategy for over 5,000 Air Force Information Technology systems. She oversees risk management and cybersecurity accountability for information systems, weapon systems, and operational technology supporting military cyberspace operations. Her portfolio includes policy governing the defense industrial base, supply chain risk management, and cybersecurity capabilities. She has oversight for the freedom of information act, privacy act laws, and cryptographic modernization supporting cyber operations.

    Since entering civil service, Ms. Jones-Heath has held technical and leadership positions performing cyber operations and cybersecurity duties in Air Force operational communications units from the squadron to the wing level and she has served in headquarters units at the MAJCOM, Agency, and Air Staff level. Her experience includes extensive joint and interagency work along with cross functional assignments with duties such as testing, assessments, lessons learned management, strategy development and other functions in organizations both within and outside of the communications field.

    Ms. Jones-Heath graduated from the University of South Carolina in 1990 with a degree in Computer Science. She began her Civil Service career as a Palace Acquire Intern as an Information Systems Specialist in various functional areas. She moved to Headquarters Air Combat Command, Langley Air Force Base, Virginia, in 1993. There she held positions responsible for policy and guidance for security and network systems. Prior to arriving at the Headquarters Air Force staff, Ms. Jones-Heath was the Program Manager for Mobility with the Defense Information Systems Agency.     Heather T. Kowalski began her appointment as Chief Information Officer (CIO) of INTERPOL Washington, the United States National Central Bureau, in August 2018. INTERPOL Washington serves as the designated representative to the International Criminal Police Organization (INTERPOL) on behalf of the Attorney General. INTERPOL Washington is the official U.S. point of contact in INTERPOL's worldwide, police-to-police communications and criminal intelligence network.  As CIO, Ms. Kowalski leads the U.S. Government’s information technology efforts to share and exchange international criminal investigative, border security, and humanitarian assistance information within the United States and the 194 other INTERPOL member countries.  She oversees systems that operate 24/7/365 and support more than 18,000 local, state, federal, and tribal law enforcement agencies in the United States as well as their foreign counterparts seeking assistance in criminal investigations that extend beyond their national borders.

    Ms. Kowalski joined INTERPOL Washington from the Office of Personnel Management where she was the Director of Mainframe Infrastructure.  She has held leadership positions at the Department of Homeland (DHS) Cybersecurity & Communications (CS&C) and DHS U.S. Citizenship and Immigration Services.  In addition, Ms. Kowalski has extensive private sector experience.     Dean served as the CIO for such companies as Allied-Signal, Plantronics, and Morton-Thiokol. He was also the Senior Director, IT for Symantec and a cyber consultant for Ernst & Young, Gartner, AT&T, and had his own consultancy (The Office of the CIO) in the Silicon Valley.  Dean also had profit and loss responsibility while at Allied-Signal for the F-18 aircraft and the Apache Helicopter.  Once at corporate, Dean was responsible for 26 major divisions and 104 facilities.

    Dean has written three technology books, and consulted with Israel’s Prime Minister, Ehud Barach.  Dean is also a highly decorated Naval Officer and served as the Seal Team Officer for the Commander in Chief, Pacific Fleet.

    Dean is the Founder of the CIO Scholarship Fund.  His first book, CIO Wisdom brought many Silicon Valley CIOs together to promote the fund and became a #1 Best Seller for Prentice Hall.  Dean has in-depth operational know-how in the IT industry, having been a CIO at four different companies:  Honeywell Aerospace, ATK (Alliant Techsystems), Plantronics, and Masters Institute of Technology.  

    Dean is Certified as a Master Project Manager and in the Governance of Enterprise IT (CGEIT) by ISACA.  Dean’s experience is global and as found on the internet, he is considered an expert on more than one topic.  Dean has served as the CEO for VariTRAK Inc., a company that provides compliance software.  Dean speaks internationally and has given keynote presentations for the Adam Smith Society in Moscow, for CIO Magazine in Korea, for the Congress of Progress in Washington DC and for the Imagineering Conference in Florida.

    Having completed many interim CIO and mentoring assignments, Dean’s knowledge of how a company operates, as well as his IT experience make him a valuable asset to CEOs and Boards of Directors.  Dean turns around IT departments and significantly improves the overall systems, thereby enhancing a business’ ability to execute.  

    He also serves on various advisory boards was a co-founder of the Consortium of Information Systems Executives, a member of PMI, and is Past President of SIM’s Silicon Valley Chapter and the APICS chapter in Salt Lake City.

Prior to joining the Washington Field Office, Mr. Murray was at FBI Headquarters where he had oversight of all unattributed and criminal cyber investigations as well as the FBI's Cyber Task Force program.  

    Previously, Mr. Murray served as the program coordinator for the NY Cyber Branch. Before becoming the program coordinator, Mr.  Murray supervised a squad responsible for investigations involving financially-motivated cyber intrusions and emerging cyber threats.  As a field agent, Mr. Murray specialized in long-term investigations of cyber-criminal enterprises.  

    In 2010, while in the New York Office, Mr. Murray was awarded the FBI Director’s Award for Outstanding Cyber Investigation due to his work on a multi-year investigation into a criminal enterprise.   

    Prior to joining the FBI, Mr. Murray worked as a corporate investigations consultant for a large accounting firm.  While working for the consulting firm, ASC Murray designed and managed the application which adjudicated claims for the September 11th Victim's Compensation Fund.  Mr. Murray is from Kansas City, Missouri, and holds a Bachelor's Degree in Engineering from Duke University.

    Howard Spira was named the Chief Information Officer of the Export-Import Bank of the United States in December 2014. He was promoted to Senior Vice President in October of 2016 and is a member of the Bank’s senior leadership team reporting directly to the acting Chairman of the Bank.

    Howard’s responsibilities include overseeing the complete information technology portfolio that supports the Bank's $100 billion book including infrastructure, networks and telecoms, application development, program management, information security, data and reporting, and records management. In addition, his area serves as the agency's representative for Open Data, Privacy and Records.

    Howard joined the Export-Import Bank after five years of service at the United States Treasury where he led the technology team for the Office of Financial Stability – the team that orchestrated the financial rescue program in response to the financial crisis of 2008.   In addition to his work at OFS, Howard was a frequent  participant and advisor on high-level IT strategy work for Treasury and the Office of Domestic Finance in areas related to financial services technology.

    Prior to his federal service, Howard was a senior IT executive in the financial services industry with an extensive background in international and domestic commercial finance. Howard’s previous experiences include being a managing director at Goldman Sachs Real-estate Japan where he ran technology and loan servicing.  Howard also had ten years with GE Capital where he served as the technology executive for the Global Financial Restructuring group and as a CIO for the Commercial Finance Division.   Howard also spent time at Smith Barney where he led taxable fixed income trading and operations technology.  Howard started his career at Andersen Consulting’s Financial Service practice in New York City helping overseas financial institutions establish operations in the United States.

He designed and built major programs to protect the nation’s military headquarters from cyber threats including cyber intelligence fusion, cyber hunt, and user activity monitoring in support of the DoD Insider Threat Program.  Jesse held many other leadership positions throughout DoD including leading defensive cyberspace operations at a regional cyber center. He delivered unique critical technology capabilities as a Director within the military intelligence community and served as an IT Director (CIO equivalent) overseas. Jesse also provides expert advisory services through Alpha Sights and Emissary.

    Jesse is especially known for leading revolutionary global initiatives. His accomplishments include successfully leading teams through resolution of over 10,000 cybersecurity incidents and over 500 criminal investigations. Jesse and his teams have received numerous awards. In 2017, Jesse was named the Pentagon IT Senior Civilian Employee of the Year. Jesse is active throughout the technology and security communities as a member of (ISC)2, ISACA, Evanta’s Washington DC CIO/CISO Governing Body, the Association of American Railroads (AAR) Rail Information Security Committee (RISC), and HMG Strategy’s Washington DC CISO Advisory Board.
