  • Snehal Antani
    Co-Founder & CEO

    Snehal Antani is co-founder & CEO of Horizon3.ai, a cyber security startup focused on AI-enabled red teaming. Prior to starting Horizon3, Snehal served as CTO for the US Department of Defense, responsible for transforming the technology capabilities of the command to include cyber security, advanced R&D, AI, and data analytics. Snehal was formerly the CTO of Splunk, and before that, a CIO at GE Capital. Snehal started his career at IBM as a software engineer, where he earned 16 patents for his work in cloud, distributed computing, and large-scale data processing. Snehal earned in BS in Computer Science from Purdue, where as a freshman he watched Tom Brady play Drew Brees. He earned is MS in Computer Science from RPI, where he never attended an RPI football game.

    Judith Apshago is an accomplished IT executive with extensive experience leading IT organizations through major change and partnering with business leaders to drive process improvement and digital transformation. Judith currently serves as Vice President Chief Digital Officer for Amtrak where she leads a service-oriented team that partners with the business to provide IT and process transformation solutions and support critical business applications and strategic projects and initiatives. In this role, Judith provides technology leadership for design, development and delivery of integrated enterprise-wide technology solutions.

    Previously, Judith was Vice President and Chief Information Officer of U.S. Silica, a leading producer of performance materials and industrial minerals. At U.S. Silica, Judith spearheaded an IT and digital transformation to support the company’s rapid and substantial growth. She led a company-wide technology modernization, shifted IT from a utility provider to a high-performing strategic business partner, integrated multiple acquired companies, and collaborated with business leaders on strategic initiatives that enabled scalability, drove business efficiencies, and provided market differentiation.

    Prior to U.S. Silica, Judith held various IT leadership roles with Sigma-Aldrich, BioReliance, and Invitrogen, and spent several years as a consultant with ePresence and PricewaterhouseCoopers. She began her career implementing process improvements within the Department of Defense.

    Judith was awarded the 2018 Enterprise Capital CIO of the Year Orbie Award and the Norma Miller Passionate Philanthropist Award in 2016. She has been a featured speaker at conferences and on podcasts and author/contributor for various published articles. Judith is passionate about promoting women in technology and spearheaded Amtrak’s inaugural WIT Summit.

    Judith holds a Masters in Public Administration from Troy State University, a Masters Certificate in IT Project Management from George Washington University, and Bachelors degrees in Finance and Math from Hood College. She currently serves on the CapitalCIO Leadership Association Advisory Board, the Innovation Advisory Council for Vation Ventures, and the Washington DC CISO Executive Leadership Summit Advisory Board, and holds several volunteer Board roles at Hood College including the Board of Associates, Computer Science Advisory Board, and the Chair of the Career Center Advisory Council.


  • Toni S. Benson

    Toni Benson is the Chief of the Cyber Defense Education and Training (CDET) organization at the Cybersecurity and Infrastructure Security Agency (CISA) supporting the Department of Homeland Security (DHS). Her roles within the organization are to provide strategic vision around training and education to assist in combating the cybersecurity workforce shortage.

    Prior to joining the DHS in 2015, Ms. Benson spent most of her career serving in the United States Air Force, where she served as a Communications Officer.  She also worked with other U.S. government agencies and private sector companies as a contractor, in support of various cyber initiatives. Ms. Benson is a member of the ISC2 community as a Certified Information Systems Security Professional. She received her undergraduate degree in Management Information Systems from Delaware State University and her Master of Science degree in Information Assurance from the University of Maryland Global Campus.

  • Dr. David Bray

    Dr. David A. Bray was named one of the top "24 Americans Who Are Changing the World" under 40 by Business Insider in 2016. He was also named a Young Global Leader by the World Economic Forum for 2016-2021. He also accepted a role of Co-Chair for an IEEE Committee focused on Artificial Intelligence, automated systems, and innovative policies globally for 2016-2017 and has been serving as a Visiting Executive In-Residence at Harvard University since 2015. He has been named a Marshall Memorial Fellow for 2017-2018 and will travel to Europe to discuss Trans-Atlantic issues of common concern including exponential technologies and the global future ahead. He also will start a new role as Executive Director for the People-Centered Internet coalition founded and chaired by Vint Cerf in October 2017.

    David enjoys creative problem solving. He began working for the U.S. government at age 15 on computer simulations at a high-energy physics facility investigating quarks and neutrinos. In later roles, he designed new telemedicine interfaces and space-based forest fire forecasting prototypes for the Department of Defense. From 1998-2000 he volunteered as a part-time crew lead with Habitat for Humanity International in the Philippines, Honduras, Romania, and Nepal while also working as a project manager with Yahoo! and a Microsoft partner firm. Dr. Bray then joined as IT Chief for the Bioterrorism Preparedness and Response Program at the U.S. Centers for Disease Control and Prevention, leading the program's technology response to during 9/11, anthrax in 2001, Severe Acute Respiratory System in 2003, and other international public health emergencies. He later completed a PhD from Emory University’s Goizueta Business School and two post-doctoral associateships at MIT and Harvard in 2008.

    David likes to be a digital diplomat and a "human flak jacket" for teams of change agents working in turbulent environments. He volunteered in 2009 to deploy to Afghanistan to help "think differently" on military and humanitarian issues and in 2010 became a Senior National Intelligence Service Executive advocating for increased information interoperability, cybersecurity, and protection of civil liberties. In 2012, he became the Executive Director for the bipartisan National Commission for Review of Research and Development Programs of the United States Intelligence Community, later receiving the National Intelligence Exceptional Achievement Medal. He received both the Arthur S. Flemming Award and Roger W. Jones Award for Executive Leadership in 2013. He also was chosen to be an Eisenhower Fellow to meet with leaders in Taiwan and Australia on multisector cyber strategies for the "Internet of Everything" in 2015.

    David passions include "near impossible missions" involving humans and technology in challenging circumstances. He has served as the Chief Information Officer for the Federal Communications Commission, leading FCC's IT Transformation since 2013. Through the efforts of a team of positive change agents, he led the transformation of the FCC's legacy IT with more than 207 different systems to award-winning tech. This included rolling-out new cloud-based IT that achieved results in 1/2 the time at 1/6 the cost. He was selected to be one of the "Fedscoop 50" for Leadership in 2014, 2015, and 2016 and the recipient of the Armed Forces Communications and Electronic Association's Outstanding Achievement Award for Civilian Government in 2015. Dr. Bray also received the global CIO 100 Award twice, which usually is awarded to private sector Fortune 500 companies, both in 2015 and 2017, for his transformational leadership.

    Mark is a Visiting Lecturer at the Massachusetts Institute of Technology (MIT), where he has taught both computer systems engineering (6.033) and software engineering (6.170). He has also previously taught the graduate database class at Harvard University.  He is author of the book Bits to Bitcoin: How Our Digital Stuff Works

    Mark’s first job after college was to test the NU network management system for the Arpanet, predecessor to the Internet. He received his Ph.D. from MIT, where his advisor was Barbara Liskov. He has 38 issued patents relating to presence, streaming media, content networking, mobile communications, security,and telephony.

  • Kristie Grinnell

    Kristie Grinnell is senior vice president and chief information officer (CIO) for DXC Technology.  She is responsible for leading business transformation including defining IT strategy for new digital capabilities, streamlining current operations and improving overall efficiencies and performance of DXC’s IT environment – all with the goal of enabling DXC to provide excellence and innovation to its customers worldwide. 

    Kristie previously served as global CIO and vice president for supply chain at General Dynamics Information Technology (GDIT).  There she led the transformation enterprise IT strategic plan and IT Shared Services center for customers, along with supply chain management.  Prior to that, Kristie was director of planning and governance and director of client delivery enablement for Computer Sciences Corporation (CSC), a predecessor of DXC. 

    Her career in professional IT leadership spans more than 20 years.  Kristie has led four major IT transformations while overseeing changes to enterprise-wide technology, cyber and risk management, culture skills and behaviors.  Before joining CSC, she served as CIO, chief of staff and global IT strategy executive for PricewaterhouseCoopers.

  • Heather Kowalski
    Chief Information Officer

    Heather T. Kowalski began her appointment as Chief Information Officer (CIO) of INTERPOL Washington, the United States National Central Bureau, in August 2018. INTERPOL Washington serves as the designated representative to the International Criminal Police Organization (INTERPOL) on behalf of the Attorney General. INTERPOL Washington is the official U.S. point of contact in INTERPOL's worldwide, police-to-police communications and criminal intelligence network.  As CIO, Ms. Kowalski leads the U.S. Government’s information technology efforts to share and exchange international criminal investigative, border security, and humanitarian assistance information within the United States and the 194 other INTERPOL member countries.  She oversees systems that operate 24/7/365 and support more than 18,000 local, state, federal, and tribal law enforcement agencies in the United States as well as their foreign counterparts seeking assistance in criminal investigations that extend beyond their national borders.

    Ms. Kowalski joined INTERPOL Washington from the Office of Personnel Management where she was the Director of Mainframe Infrastructure.  She has held leadership positions at the Department of Homeland (DHS) Cybersecurity & Communications (CS&C) and DHS U.S. Citizenship and Immigration Services.  In addition, Ms. Kowalski has extensive private sector experience. She Kowalski earned a Bachelor’s degree in Western European Studies from Wells College, an MBA from the University of Hartford, and a Master’s degree in Information Systems Management, specializing in Information Security, from Carnegie Mellon University.

    Dean Lane serves as the Senior Vice President of the Institute of World Politics (IWP) Cyber Intelligence Initiative.  In this capacity, he is responsible for the Cyber Intelligence Certification offered by the University. Prior to joining IWP Dean was in the Silicon Valley, for 20+ years.

    Dean served as the CIO for such companies as Allied-Signal, Plantronics, and Morton-Thiokol. He was also the Senior Director, IT for Symantec and a cyber consultant for Ernst & Young, Gartner, AT&T, and had his own consultancy (The Office of the CIO) in the Silicon Valley.  Dean also had profit and loss responsibility while at Allied-Signal for the F-18 aircraft and the Apache Helicopter.  Once at corporate, Dean was responsible for 26 major divisions and 104 facilities.

    Dean has written three technology books, and consulted with Israel’s Prime Minister, Ehud Barach.  Dean is also a highly decorated Naval Officer and served as the Seal Team Officer for the Commander in Chief, Pacific Fleet.

    Dean is the Founder of the CIO Scholarship Fund.  His first book, CIO Wisdom brought many Silicon Valley CIOs together to promote the fund and became a #1 Best Seller for Prentice Hall.  Dean has in-depth operational know-how in the IT industry, having been a CIO at four different companies:  Honeywell Aerospace, ATK (Alliant Techsystems), Plantronics, and Masters Institute of Technology.

    As Deloitte Global Chief Information Security Officer, Dave is responsible for building and maintaining the vision, strategy, and programs necessary to secure Deloitte’s information assets, technologies, and data. He drives the continuous evolution and deployment of an enterprise-wide information risk management program and has the privilege to lead world class cybersecurity talent.

    Prior to joining Deloitte in April 2018, Dave served as the Chief Security Officer (CSO) for CenturyLink, Inc. He also served as the Vice President of Corporate Security for Qwest Communications International, Inc., prior to the merger with CenturyLink where he was responsible for various corporate security programs.

    As a Supervisory Special Agent with the United States Federal Bureau of Investigation (FBI), Dave was responsible for investigating violations of federal statutes in which the Internet, computer systems, and networks were exploited as the targets of terrorist organizations, foreign government sponsored intelligence operations or criminal activities. He managed programs related to white collar crime, crisis management, critical infrastructure protection, and violent crime.

    Currently, Dave is a member of the International Security Management Association (ISMA) and Society of Former Special Agents of the FBI.

    Assistant Special Agent In Charge of Washington Field Office's Cyber Branch

    Albert Murray currently serves as an Assistant Special Agent In Charge of Washington Field Office's Cyber Branch. Prior to joining the Washington Field Office, Mr. Murray was at FBI Headquarters where he had oversight of all unattributed and criminal cyber investigations as well as the FBI's Cyber Task Force program.  

    Previously, Mr. Murray served as the program coordinator for the NY Cyber Branch. Before becoming the program coordinator, Mr.  Murray supervised a squad responsible for investigations involving financially-motivated cyber intrusions and emerging cyber threats.  As a field agent, Mr. Murray specialized in long-term investigations of cyber-criminal enterprises.  

    In 2010, while in the New York Office, Mr. Murray was awarded the FBI Director’s Award for Outstanding Cyber Investigation due to his work on a multi-year investigation into a criminal enterprise.   

    Prior to joining the FBI, Mr. Murray worked as a corporate investigations consultant for a large accounting firm.  While working for the consulting firm, ASC Murray designed and managed the application which adjudicated claims for the September 11th Victim's Compensation Fund.  Mr. Murray is from Kansas City, Missouri, and holds a Bachelor's Degree in Engineering from Duke University.

    technology services company in the government contracting industry. Prior to that, she served as Vice

    healthcare services at correctional facilities. Prior to joining Centurion, she was Vice President, IT at 
    Edelman Financial Services where she expanded operations from 1 local to 40 national locations, led 2
    major IT transformations, and helped create a new online financial product to expand the client base.

    Bob Osborn is CTO, Global Governments for ServiceNow. Bob is an accomplished senior executive who has held many highlevel IT leadership positions, including Director of Logistics IT for the U.S. Army G4, Deputy J6/CIO for U.S. Transportation Command, Deputy CIO at the Department of Energy’s National Renewable Energy Laboratory, and CIO of the National Nuclear Security Administration.     Kendra Parlock was recently named as Vice President of Partnership Development for NPower, a national non-profit dedicated to moving people from poverty to middle class through tech skills training and job placement. Kendra joined NPower in November 2019 when she was appointed as the Executive Director of NPower Maryland and also served as the Interim Executive Director of NPower Michigan, continuing her commitment to a career in public service after a corporate career helping businesses rebuild and expand. 

    Prior to NPower Kendra served as the Director of the Mayor’s Office of Sustainable Solutions for the City of Baltimore where she led Baltimore’s CitiStat program for issue driven performance management, data analysis and cross agency collaboration for service delivery, public safety and neighborhood revitalization. She served in this role for two years. Prior to this role over a span of two decades, Kendra worked as a global segment manager at Cabot Corporation, led innovation projects in W.R. Grace’s New Business Development Incubator and held various technical, sales and marketing roles at DuPont.

    Kendra studied biology and chemistry at the University of Florida and Wright State University. She received her MBA in Integrative Management from Michigan State University.

    Kendra is highly engaged with several community and philanthropic organizations. She is a member of the inaugural United Way of Central Maryland Philanthropic Women’s Leadership Development Program, a UWCM Women United Executive Councilperson and a board member of the Fort Meade Alliance. In 2021, Kendra was named one of the Top 100 Women in Maryland by The Daily Record, recognizing outstanding achievements by women in business and mentoring.

    Export-Import Bank of the United States

    Howard Spira was named the Chief Information Officer of the Export-Import Bank of the United States in December 2014. He was promoted to Senior Vice President in October of 2016 and is a member of the Bank’s senior leadership team reporting directly to the acting Chairman of the Bank.

    Howard’s responsibilities include overseeing the complete information technology portfolio that supports the Bank's $100 billion book including infrastructure, networks and telecoms, application development, program management, information security, data and reporting, and records management. In addition, his area serves as the agency's representative for Open Data, Privacy and Records.

    Howard joined the Export-Import Bank after five years of service at the United States Treasury where he led the technology team for the Office of Financial Stability – the team that orchestrated the financial rescue program in response to the financial crisis of 2008.   In addition to his work at OFS, Howard was a frequent  participant and advisor on high-level IT strategy work for Treasury and the Office of Domestic Finance in areas related to financial services technology.

    Prior to his federal service, Howard was a senior IT executive in the financial services industry with an extensive background in international and domestic commercial finance. Howard’s previous experiences include being a managing director at Goldman Sachs Real-estate Japan where he ran technology and loan servicing.  Howard also had ten years with GE Capital where he served as the technology executive for the Global Financial Restructuring group and as a CIO for the Commercial Finance Division.   Howard also spent time at Smith Barney where he led taxable fixed income trading and operations technology.  Howard started his career at Andersen Consulting’s Financial Service practice in New York City helping overseas financial institutions establish operations in the United States.

    Howard graduated from Cornell University with a bachelor’s of science and holds an MBA from Cornell with a focus on finance and international business.

    Renee Tarun is Deputy CISO at Fortinet. She is focused on enterprise security, compliance and governance, and product security. She is also author to the book, Fight Fire with Fire: Proactive Cybersecurity Strategies for Today's Leaders.

    Renee joined Fortinet as the Vice President, Information Security in early 2017. Immediately prior to joining Fortinet, she served as Special Assistant to the Director, National Security Agency (NSA), for Cyber and Director of NSA’s Cyber Task Force, in which she advanced NSA’s execution of its cybersecurity and cyber-related missions by acquiring, investing, and overseeing resources; defining and integrating mission capabilities; and shaping agency strategy and national level policy.

    As the Assistant to the Chief Operating Officer (COO) of the Information Assurance Directorate at NSA, her focus areas included strategy, planning, integration, and relationship management, in cybersecurity and related disciplines across NSA and the Department of Defense (DoD).

    Renee also served as Senior Cyber Strategist in a joint DoD-DHS organization which orchestrated joint efforts in operational planning, policy, and strategy, for cyber issues across the US Government.

    She was the Portfolio Lead for the Protect Data and Networks and Operational Resiliency Portfolios for the Deputy Assistant Secretary of Defense for Information and Identity Assurance. Previous assignments include computer scientist, information technologist, and a variety of policy, programs, and resource jobs.

    Renee is also a board member for the George Mason University Volgenau School of Engineering, creating synergy between the school and the professional community by addressing workforce development demands, industry expectations, and employment trends.

    Jesse Whaley is an accomplished thought and action leader across multiple disciplines encompassing technology, security, intelligence, and criminal investigations. He has consistently delivered award-winning cybersecurity performance and groundbreaking improvements for the U.S. Department of Defense, international governmental alliances and private companies.

    As Amtrak’s current Chief Information Security Officer, Jesse leads the management of cyber risk and information security matters. He manages everything from traditional enterprise technology risks to unique challenges with operational technology that securely moves trains and safely delivers passengers to their destinations. Jesse authored and is delivering a comprehensive cybersecurity strategy to strengthen the company’s security posture while supporting the digital transformation of the business.

    Previously, Jesse transformed cybersecurity operations at the Pentagon. He designed and built major programs to protect the nation’s military headquarters from cyber threats including cyber intelligence fusion, cyber hunt, and user activity monitoring in support of the DoD Insider Threat Program.  Jesse held many other leadership positions throughout DoD including leading defensive cyberspace operations at a regional cyber center. He delivered unique critical technology capabilities as a Director within the military intelligence community and served as an IT Director (CIO equivalent) overseas. Jesse also provides expert advisory services through Alpha Sights and Emissary.

    Jesse is especially known for leading revolutionary global initiatives. His accomplishments include successfully leading teams through resolution of over 10,000 cybersecurity incidents and over 500 criminal investigations. Jesse and his teams have received numerous awards. In 2017, Jesse was named the Pentagon IT Senior Civilian Employee of the Year. Jesse is active throughout the technology and security communities as a member of (ISC)2, ISACA, Evanta’s Washington DC CIO/CISO Governing Body, the Association of American Railroads (AAR) Rail Information Security Committee (RISC), and HMG Strategy’s Washington DC CISO Advisory Board.
