Douglas E. Blackwell is the Senior Vice President and Chief Information Officer for Horizon Blue Cross Blue Shield of New Jersey (BCBSNJ), the largest health insurance company in the State with close to $12B in revenue in 2015. He works with the CEO and Senior Leadership team in driving company strategy and execution with a current focus on moving from traditional Fee for Service structures to Fee for Value models. This company initiative is aligned with the Health Care Industry goal to achieve the “Triple Aim” for improving health care outcomes and quality, lowering overall cost and improving the member/patient experience.
To remain innovative and competitive, Mr. Blackwell is a strategic business partner in Horizon BCBSNJ efforts to grow and diversify income, especially in Government and Specialty businesses, as well as transforming the company’s operations model. Mr. Blackwell and his team are directly responsible for evaluation, integration and operation of the company’s Information Technology assets. Under Mr. Blackwell’s leadership, Horizon BCBSNJ has continuously been recognized by industry publications for its technology achievements, while advancing year over year in terms of ranking. Horizon BCBSNJ has placed in InformationWeek 500 Masters of Technology (2011, 2012), InformationWeek Top 250 Innovators (2013), Information Week Elite 100 Companies (2014, 2015), and the inaugural IDG Enterprise Digital Edge 25 (2015).
Mr. Blackwell has over 35 years of cross industry experience in Information Technology, Software, Services, Consulting and Operations. His industry experience includes Telecommunications, Computer Hardware and Software, Financial Services, Information Technology Services, Health Insurance and Health Care. In addition he has been responsible for company Operations both on a domestic, as well as global basis, and has had P&L responsibility for several companies he managed. He was part of the Senior Leadership team of a Venture Capital backed company that completed a successful IPO for a developer of hosted wireless telecommunications applications.
Before joining Horizon BCBSNJ, Mr. Blackwell served as Senior Vice President for Remote Application Hosting Services, a division of the Allscripts/Eclipsys Corporation. Prior to that he was the SVP for Service Operations IT at CIGNA Corporation and held several Senior IT positions during his 5 year tenure there. In addition, he held Executive positions at several software companies including SVP of Operations, VP of Operations and Client Delivery, and VP of Global Operations.
From 2011 until January of 2016, Mr. Blackwell was a member of the Board of Navinet, a Boston Based developer of software and services to the health care industry. He helped to lead the acquisition of Navinet by three BCBS organizations, including Horizon BCBSNJ in March of 2012, and he was instrumental in helping to facilitate the acquisition of Navinet by Nant Health that closed in January 2016. Recently he joined the Board of Advisors of the Heritage Healthcare Innovation Fund in Nashville, Tennessee.
Born and raised in Boston, Massachusetts, Mr. Blackwell obtained a BA in both Business and Human Development from Colby College in Waterville, Maine; completed graduate work in the MBA programs at Babson College and Clark Universities in Massachusetts, and also attended Columbia University’s Executive Development Program.
