Qing Liu, the Chief Information Officer (CIO) for the Oregon Public Utility Commission (PUC), has worked in the Information Technology industry since 1997.

At the PUC, Mr. Liu supervises the day-to-day operations of the Information Services (IS) Team, manages the PUC’s IS strategy and security plans, oversees projects including: application modernization, hardware and software life cycles, and cybersecurity assessments.

Prior to accepting his current CIO role in 2014, Mr. Liu worked his way up to this leadership position. In 2001, he started as the PUC’s Computer Help Desk Specialist before working as the agency’s Database Administrator and Strategic Planner.

Mr. Liu serves as an officer with the Oregon Public Management Association and on the Advisory Board for Oregon Digital Government Summit.
