    Snehal Antani is co-founder & CEO of Horizon3.ai, a cyber security startup focused on AI-enabled red teaming. Prior to starting Horizon3, Snehal served as CTO for the US Department of Defense, responsible for transforming the technology capabilities of the command to include cyber security, advanced R&D, AI, and data analytics. Snehal was formerly the CTO of Splunk, and before that, a CIO at GE Capital. Snehal started his career at IBM as a software engineer, where he earned 16 patents for his work in cloud, distributed computing, and large-scale data processing. Snehal earned in BS in Computer Science from Purdue, where as a freshman he watched Tom Brady play Drew Brees. He earned is MS in Computer Science from RPI, where he never attended an RPI football game.

    Ed joined Exelon in August 2009 and has responsibility for Cyber and Physical Security, as well as Business Continuity across the enterprise.  In this capacity, he was a contributing author to the 2011 National Infrastructure Advisory Council Study on Resilience.  Prior to joining Exelon, he was the COO of I2S, Inc., a services company whose clients included U.S. Intelligence Community agencies from 2007-2009.  During his 20-plus-year tenure with the FBI as a Special Agent, Ed was detailed to the CIA’s Counterterrorism Center and led the CIA Team in the response to the August 7th, 1998, bombing of the U.S. Embassy Nairobi, Kenya.  He was chief of the FBI’s Legal Attaché Office in Germany from 2000-2005 and was instrumental in the 9-11 investigation of the Al-Qaeda terrorist cells in Germany.  Ed also established the FBI’s Baghdad Office in 2005.  Upon return to the U.S., he led FBI Baltimore’s Counterterrorism, Counterintelligence and Cyber Programs.  Prior to his retirement, he was Acting Chief of the Office of International Operations, FBI Headquarters, charged with responsibility for all FBI Overseas Offices.

  • Kristie Grinnell

    Kristie Grinnell is senior vice president and chief information officer (CIO) for DXC Technology.  She is responsible for leading business transformation including defining IT strategy for new digital capabilities, streamlining current operations and improving overall efficiencies and performance of DXC’s IT environment – all with the goal of enabling DXC to provide excellence and innovation to its customers worldwide. 

    Kristie previously served as global CIO and vice president for supply chain at General Dynamics Information Technology (GDIT).  There she led the transformation enterprise IT strategic plan and IT Shared Services center for customers, along with supply chain management.  Prior to that, Kristie was director of planning and governance and director of client delivery enablement for Computer Sciences Corporation (CSC), a predecessor of DXC. 

    Her career in professional IT leadership spans more than 20 years.  Kristie has led four major IT transformations while overseeing changes to enterprise-wide technology, cyber and risk management, culture skills and behaviors.  Before joining CSC, she served as CIO, chief of staff and global IT strategy executive for PricewaterhouseCoopers. 

    Kristie serves as chair of the Capital CIO Advisory Board and is a member of STEMforHER Advisory Board.  A strong supporter of academic STEM programs for young women, she is a recipient of the 2018 Women in Technology STEM Leadership award, Washington Business Journal’s 2020 Women Who Mean Business Award, a 2020 Capital CIO of the Year ORBIE Award Winner and a 2021 National CIO of the Year ORBIE Award Winner. 
    Kristie earned her BS in Mechanical Engineering from the University of Pittsburgh and holds an MBA from Cornell University’s Johnson Graduate School of Management.  

  • Elizabeth Hackenson

    Elizabeth Hackenson previously served as Chief Information Officer and Senior Vice President of Technology and Services at The AES Corporation. Headquartered in Arlington, Virginia, AES is a Fortune 200 company that generates and distributes electric power in 17 countries.

    Ms. Hackenson was s a member of the executive leadership team who is responsible for corporate strategy and allocation of capital.  In addition, the office of technology reports to her as well as a number of technology teams such as AES’ energy storage, global information technology and cybersecurity.  She is also responsible for AES’ insurance programs, internal audit and is a board member of several AES companies including Dayton Power & Light in Ohio and AES Chivor in Colombia.

    Ms. Hackenson is the former senior vice president and CIO at Alcatel-Lucent, where she was responsible for the operations of the company’s information and communications systems and e-business platforms. Prior to joining Alcatel-Lucent in April of 2006, she held the position of executive vice president and chief information officer for MCI. In this position, she employed innovative approaches to create a business-focused IT organization, and was responsible for the company’s internal systems as well as systems supporting product development.

    In 2014, Ms. Hackenson was inducted into the CIO Hall of Fame and her team has won numerous IT and cybersecurity awards. In 2005, Computer World named Ms. Hackenson one of its top 100 premier IT leaders. The Washington Post named her one of the top 200 female executives and Information Week ranked the department she led as one of the top 100 for IT leadership. Her corporate tenure has spanned several Fortune 100 companies including British Telecom (Concert), AOL (UUNET) and EDS. She served in a variety of senior management positions, working in the delivery of information technology services to support business needs across corporate-wide enterprises.

    Ms. Hackenson is a Strategic Advisor to the Paladin Group, a board member of the Greater Washington Board of Trade and Red Five Security.

    Ms. Hackenson earned her degree from New York State University.

    Mr. Lux brings more than 30 years of experience in Information Technology and 20 years of experience in Financial Services to his position at Cenlar. He is responsible for providing overall technology strategy and oversight of Cenlar’s Information Systems to all areas of the company. Prior to joining Cenlar, Rob worked at Freddie Mac as EVP, Chief Information Officer, where he managed all IT systems, performed IT legacy remediation, and performed regulatory oversight. He earned a Bachelor of Science degree from Drexel University, and a Master of Science degree in Engineering from the University of Pennsylvania.

  • Joe Malfesi

    Joe Malfesi was Vice President, Infrastructure Services at Transaction Network Systems, Inc. (TNS), a global provider of data communications and interoperability solutions. With a presence in over 60 countries, Mr. Malfesi utilizes his extensive experience in both information technology and business line management to ensure non-stop availability of the infrastructure. Prior to joining TNS, Mr. Malfesi was the Chief Technology Operations Officer at Amtrak where he was named by the Maryland/D.C. Technology Council as the 2011 IT Executive of the Year-Government for his management of a major infrastructure improvement program relocating data centers and changing network providers while supporting the concurrent rollout of “Big Bang” SAP and the introduction of eTicketing.

    In 1989 Mr. Malfesi joined Hughes Network Systems (HNS) as the senior information technology officer where he blueprinted the system architecture that supported a 600% revenue growth. His last role at HNS was as Chief Technology Officer, focusing on evaluating emerging technologies, developing roadmaps, reducing infrastructure costs and leading the development for business continuity and information security strategies. Mr. Malfesi has also held management positions at a computer manufacturer, a health care services company, and an appliance distributor.

    Mr. Malfesi graduated from Fordham University with a B.S. in Marketing Management. He also holds an M.B.A. from New York University with concentrations in Computer Applications and Accounting. He is board Certified in Production and Inventory Management (CPIM) and was named to the International Who’s Who of Information Technology in 1998. Mr. Malfesi has been an active member of the Society for Information Management (SIM) for over twenty years and is currently the Chairman of the Capital Area Chapter and a member of the Advanced Practices Council. He has been a guest speaker at the Robert H. Smith School of Business CIO Forum, SAP Admin & Infrastructure Conference and a judge at the annual American University Kogod Case Competition since 2005.

    Shamim Mohammad is the Senior Vice President, Chief Information and Technology Officer at Richmond-based CarMax, the nation’s largest retailer of used cars. He reports directly to CarMax’s CEO and is a key member of the senior executive team.

    Shamim serves on the Board for the YMCA of Greater Richmond, which serves 225,000+ people across 17 locations. Shamim previously served on the boards of the National Kidney Foundation (Dallas), the Society for Information Management (Dallas and Boston) and the Institute of Management Accountants (Dallas).

    Shamim is a sought-after thought leader and speaker, and his work has been referenced in some of the top media outlets. Shamim has been recognized for leadership and excellence in technology. In 2020, MIT Sloan selected Shamim as the recipient of the highly respected CIO Leadership Award, which recognizes CIOs who lead their organizations to deliver exemplary levels of business value through the innovative use of technology. In 2019, Shamim was recognized as the Capital CIO of the Year by the Capital CIO Leadership Association. The UVA’s McIntire School honored Shamim with the Technology Leader award in 2019. Finally, in 2017, CarMax was recognized as one of the CIO Magazine’s Top 100 companies for innovative use of technology to drive business value.

    Shamim earned his MBA from Northwestern University (Kellogg). He received his BS in Computer Science from Angelo State University. He is a registered CPA in Illinois.

    Bob Osborn is CTO, Global Governments for ServiceNow. Bob is an accomplished senior executive who has held many highlevel IT leadership positions, including Director of Logistics IT for the U.S. Army G4, Deputy J6/CIO for U.S. Transportation Command, Deputy CIO at the Department of Energy’s National Renewable Energy Laboratory, and CIO of the National Nuclear Security Administration. He has led major IT and organizational transformations throughout his career and is a thought leader recognized across the public sector market. As a user of ServiceNow, Bob led ITIL based Enterprise Service Management standardization within the Department of Energy. Bob also served as a United States Marine Corps officer for 27 years.

    Terry A. Owens became the Congressional Budget Office (CBO) Chief Information Officer in June 2014.  He serves as the principle IT Advisor for the organization, tasked with directing the agency’s IT functions, programs, and initiatives—including strategic, capital, and operational plans.  As the leader of Information Resource Management, he is responsible the management and support of the agencies technical resources and services, including application development, information security, network management, data center operation, architecture and infrastructure design, storage and email services, telecommunication, virtual technology and help desk operations. Before he came to CBO, Terry served as IT Director for the Georgia Department of Correction – Georgia Correctional Industries.  He was responsible for management and support of IT infrastructure and application software, as well as project design, configuration management/maintenance, disaster backup recovery and enterprise security performances and help desk.  In his previous position, he served as an Active Duty Lieutenant Colonel in the capacity of Director, Systems Automation and Communication for the United States Army; he was responsible for the planning, design, configuration, analysis, integrating of First U.S. Army IT Infrastructures of multi-servers network environment, data systems, desktops/printers and Video Tele-Conference Suites installations, supporting over 21,000 personnel within 17 states across the United States.  He holds a BS degree in Computer Information Systems from Grambling State University.  He is a 23 year (Retired Lieutenant Colonel) Army Military Veteran.

    Tony is a veteran of financial services (corporate and investment banking), Information Technology, Start-ups, Turn-Arounds, Fortune 500 management positions,  consulting and government with experience ranging from;  Marketing and Sales ($400M P&L), Audit , Policy and Cyber Security. Experience ranges from; EMEA, (Europe, Middle East and Africa), Marketing and Sales Management of a Fortune 500 company based in London (UK), setting the strategy, (corporate, marketing and product), in taking companies public and placing them in the Gartner top quadrant. Delivered technology to build the first integrated Workflow and Document Management Company (sold more systems than FileNet).  Partnered in growing a management consulting company to 250 employees and $50M in sales, delivering a 30% net operating income. Served as the senior advisor to the CIO of the United States Government for 7 years winning the prestigious  Federal 100 Award* (3 times) for significant contributions made by a private sector employee assisting in the achievement of the President’s Management Agenda and key agency missions.

    Presently serving as the Special Advisor at the FCC. In this role responsibilities include developing strategies for process improvement and modernization of architectures and systems in support of the mission of the agency. The work includes assessing technologies and supporting acquisition efforts in support of modernization. Also, responsible for supporting budget and policy for legislative efforts and writing cyber policy and support documentation for FISMA and FOIA requests. Awarded the Federal 100 Award for the support provided.

    For three previous years served as the Senior Advisor to the Program Manager for Information Sharing within the Director of National Intelligence in coalescing and organizing components of the federal, state, local and private sectors in sharing key information to keep our country safe.  Assisted with complex legal and legislative issues inclusive of privacy protection and the rights of commercial sectors in maintaining and sharing information.  Built key relationships with industry stakeholders in the sharing of vital cyber and threat information both directly and through Fusion Centers. Frequently negotiated between the intelligence agencies, DHS and the private sector on key issues cyber and privacy issues.

    Cyber lead for the Congressional Commission on the Development of an R&D Roadmap for the Intelligence Community. The report from The National Commission for the Review of the Research and Development Programs for the United States Intelligence Community was submitted May of 2013.  Awarded the National Intelligence Meritorious Unit Citation in recognition of service to the Intelligence Community in July of 2013.

    Frequent lecturer in Cyber, with a focus on governance, policy, information sharing and regulatory issues. Addressed an Aspen Institute sponsored program as well as a BENS, Business Executives for National Security and in 2015, spoke as a guest at the launch of Oxford University’s Global Cyber Security Capacity Centre. Subject matter included in the presentations:

    1. devising cyber policy and cyber defense
    2. encouraging responsible cyber culture within society
    3. building cyber skills into the workforce and leadership
    4. creating effective legal and regulatory frameworks
    5. controlling risks through technology and processes

    As a contributor to the White House Cyber agenda for the past two administrations, assisted with both the NIST Cyber Framework and the writing of the FedRamp certification for cloud providers to government. Delivered the Line of Business Initiatives which is still used as a framework for the consolidation of services in the federal government. Participated in the writing of the HSPD-12 standard to provide uniform access to physical and digital assets. Authored the Federal CIO roadmap still used today as the defining document in federal CIO responsibilities.

    James L. Turgal, Jr, was formerly Executive Assistant Director (EAD), Information and Technology Branch, entered on duty in March 1996 and was assigned to the Houston Division, working Organized Crime and Drug investigations.  Upon being promoted as a Supervisory Special Agent, he was assigned to FBI Headquarters, Office of General Counsel and the Counterterrorism Division, as the senior counsel for Domestic Terrorism Operations.
     

    In 2002, Jim was assigned to the Cincinnati Division as Chief Division Counsel, Media Spokesperson, and Supervisory Special Agent.  Four years later, he returned to FBI Headquarters to lead the Director’s Research Group. He later became the Assistant Special Agent in Charge of Administration at the Washington Field office. 

    In 2010, Jim was selected to serve as the Special Assistant to the Deputy Director, providing counsel on various national security, criminal, and administrative issues affecting the FBI.  One year later, he was designated Special Agent in Charge of the Phoenix Division, where he oversaw several high profile cases, including the shooting of U.S. Congresswoman Gabrielle Giffords.  In 2012, Jim returned to FBI Headquarters, as the Deputy Assistant Director of the Human Resources Division (HRD).

    In August 2013, Director Robert S. Mueller, III appointed Jim as the Assistant Director (AD) of the HRD.  During this time, he served as the AD and Human Resource Officer.

    On February 10, 2016, Director James B. Comey, Jr. announced the appointment of James L. Turgal, Jr., as the EAD of the Information and Technology Branch.

Prior to starting Horizon3, Snehal served as CTO for the US Department of Defense, responsible for transforming the technology capabilities of the command to include cyber security, advanced R&D, AI, and data analytics. Snehal was formerly the CTO of Splunk, and before that, a CIO at GE Capital. Snehal started his career at IBM as a software engineer, where he earned 16 patents for his work in cloud, distributed computing, and large-scale data processing. Snehal earned in BS in Computer Science from Purdue, where as a freshman he watched Tom Brady play Drew Brees. He earned is MS in Computer Science from RPI, where he never attended an RPI football game.

    Ed joined Exelon in August 2009 and has responsibility for Cyber and Physical Security, as well as Business Continuity across the enterprise.  In this capacity, he was a contributing author to the 2011 National Infrastructure Advisory Council Study on Resilience.  Prior to joining Exelon, he was the COO of I2S, Inc., a services company whose clients included U.S. Intelligence Community agencies from 2007-2009.  During his 20-plus-year tenure with the FBI as a Special Agent, Ed was detailed to the CIA’s Counterterrorism Center and led the CIA Team in the response to the August 7th, 1998, bombing of the U.S. Embassy Nairobi, Kenya.  He was chief of the FBI’s Legal Attaché Office in Germany from 2000-2005 and was instrumental in the 9-11 investigation of the Al-Qaeda terrorist cells in Germany.  Ed also established the FBI’s Baghdad Office in 2005.  Upon return to the U.S., he led FBI Baltimore’s Counterterrorism, Counterintelligence and Cyber Programs.  Prior to his retirement, he was Acting Chief of the Office of International Operations, FBI Headquarters, charged with responsibility for all FBI Overseas Offices.

  • Kristie Grinnell

    Kristie Grinnell is senior vice president and chief information officer (CIO) for DXC Technology.  She is responsible for leading business transformation including defining IT strategy for new digital capabilities, streamlining current operations and improving overall efficiencies and performance of DXC’s IT environment – all with the goal of enabling DXC to provide excellence and innovation to its customers worldwide. 

    Kristie previously served as global CIO and vice president for supply chain at General Dynamics Information Technology (GDIT).  There she led the transformation enterprise IT strategic plan and IT Shared Services center for customers, along with supply chain management.  Prior to that, Kristie was director of planning and governance and director of client delivery enablement for Computer Sciences Corporation (CSC), a predecessor of DXC. 

    Her career in professional IT leadership spans more than 20 years.  Kristie has led four major IT transformations while overseeing changes to enterprise-wide technology, cyber and risk management, culture skills and behaviors.  Before joining CSC, she served as CIO, chief of staff and global IT strategy executive for PricewaterhouseCoopers. 

    Kristie serves as chair of the Capital CIO Advisory Board and is a member of STEMforHER Advisory Board.  A strong supporter of academic STEM programs for young women, she is a recipient of the 2018 Women in Technology STEM Leadership award, Washington Business Journal’s 2020 Women Who Mean Business Award, a 2020 Capital CIO of the Year ORBIE Award Winner and a 2021 National CIO of the Year ORBIE Award Winner. 
    Kristie earned her BS in Mechanical Engineering from the University of Pittsburgh and holds an MBA from Cornell University’s Johnson Graduate School of Management.  

  • Elizabeth Hackenson

    Elizabeth Hackenson previously served as Chief Information Officer and Senior Vice President of Technology and Services at The AES Corporation. Headquartered in Arlington, Virginia, AES is a Fortune 200 company that generates and distributes electric power in 17 countries.

    Ms. Hackenson was s a member of the executive leadership team who is responsible for corporate strategy and allocation of capital.  In addition, the office of technology reports to her as well as a number of technology teams such as AES’ energy storage, global information technology and cybersecurity.  She is also responsible for AES’ insurance programs, internal audit and is a board member of several AES companies including Dayton Power & Light in Ohio and AES Chivor in Colombia.

    Ms. Hackenson is the former senior vice president and CIO at Alcatel-Lucent, where she was responsible for the operations of the company’s information and communications systems and e-business platforms. Prior to joining Alcatel-Lucent in April of 2006, she held the position of executive vice president and chief information officer for MCI. In this position, she employed innovative approaches to create a business-focused IT organization, and was responsible for the company’s internal systems as well as systems supporting product development.

    In 2014, Ms. Hackenson was inducted into the CIO Hall of Fame and her team has won numerous IT and cybersecurity awards. In 2005, Computer World named Ms. Hackenson one of its top 100 premier IT leaders. The Washington Post named her one of the top 200 female executives and Information Week ranked the department she led as one of the top 100 for IT leadership. Her corporate tenure has spanned several Fortune 100 companies including British Telecom (Concert), AOL (UUNET) and EDS. She served in a variety of senior management positions, working in the delivery of information technology services to support business needs across corporate-wide enterprises.

    Ms. Hackenson is a Strategic Advisor to the Paladin Group, a board member of the Greater Washington Board of Trade and Red Five Security.

    Ms. Hackenson earned her degree from New York State University.

    Mr. Lux brings more than 30 years of experience in Information Technology and 20 years of experience in Financial Services to his position at Cenlar. He is responsible for providing overall technology strategy and oversight of Cenlar’s Information Systems to all areas of the company. Prior to joining Cenlar, Rob worked at Freddie Mac as EVP, Chief Information Officer, where he managed all IT systems, performed IT legacy remediation, and performed regulatory oversight. He earned a Bachelor of Science degree from Drexel University, and a Master of Science degree in Engineering from the University of Pennsylvania.

  • Joe Malfesi

    Joe Malfesi was Vice President, Infrastructure Services at Transaction Network Systems, Inc. (TNS), a global provider of data communications and interoperability solutions. With a presence in over 60 countries, Mr. Malfesi utilizes his extensive experience in both information technology and business line management to ensure non-stop availability of the infrastructure. Prior to joining TNS, Mr. Malfesi was the Chief Technology Operations Officer at Amtrak where he was named by the Maryland/D.C. Technology Council as the 2011 IT Executive of the Year-Government for his management of a major infrastructure improvement program relocating data centers and changing network providers while supporting the concurrent rollout of “Big Bang” SAP and the introduction of eTicketing.

    In 1989 Mr. Malfesi joined Hughes Network Systems (HNS) as the senior information technology officer where he blueprinted the system architecture that supported a 600% revenue growth. His last role at HNS was as Chief Technology Officer, focusing on evaluating emerging technologies, developing roadmaps, reducing infrastructure costs and leading the development for business continuity and information security strategies. Mr. Malfesi has also held management positions at a computer manufacturer, a health care services company, and an appliance distributor.

    Mr. Malfesi graduated from Fordham University with a B.S. in Marketing Management. He also holds an M.B.A. from New York University with concentrations in Computer Applications and Accounting. He is board Certified in Production and Inventory Management (CPIM) and was named to the International Who’s Who of Information Technology in 1998. Mr. Malfesi has been an active member of the Society for Information Management (SIM) for over twenty years and is currently the Chairman of the Capital Area Chapter and a member of the Advanced Practices Council. He has been a guest speaker at the Robert H. Smith School of Business CIO Forum, SAP Admin & Infrastructure Conference and a judge at the annual American University Kogod Case Competition since 2005.

    Shamim is a sought-after thought leader and speaker, and his work has been referenced in some of the top media outlets. Shamim has been recognized for leadership and excellence in technology. In 2020, MIT Sloan selected Shamim as the recipient of the highly respected CIO Leadership Award, which recognizes CIOs who lead their organizations to deliver exemplary levels of business value through the innovative use of technology. In 2019, Shamim was recognized as the Capital CIO of the Year by the Capital CIO Leadership Association. The UVA’s McIntire School honored Shamim with the Technology Leader award in 2019. Finally, in 2017, CarMax was recognized as one of the CIO Magazine’s Top 100 companies for innovative use of technology to drive business value.

    Shamim earned his MBA from Northwestern University (Kellogg). He received his BS in Computer Science from Angelo State University. He is a registered CPA in Illinois.

    Bob Osborn is CTO, Global Governments for ServiceNow. Bob is an accomplished senior executive who has held many highlevel IT leadership positions, including Director of Logistics IT for the U.S. Army G4, Deputy J6/CIO for U.S. Transportation Command, Deputy CIO at the Department of Energy’s National Renewable Energy Laboratory, and CIO of the National Nuclear Security Administration. He has led major IT and organizational transformations throughout his career and is a thought leader recognized across the public sector market. As a user of ServiceNow, Bob led ITIL based Enterprise Service Management standardization within the Department of Energy. Bob also served as a United States Marine Corps officer for 27 years.

    Terry A. Owens became the Congressional Budget Office (CBO) Chief Information Officer in June 2014.  He serves as the principle IT Advisor for the organization, tasked with directing the agency’s IT functions, programs, and initiatives—including strategic, capital, and operational plans.  As the leader of Information Resource Management, he is responsible the management and support of the agencies technical resources and services, including application development, information security, network management, data center operation, architecture and infrastructure design, storage and email services, telecommunication, virtual technology and help desk operations. Before he came to CBO, Terry served as IT Director for the Georgia Department of Correction – Georgia Correctional Industries.  He was responsible for management and support of IT infrastructure and application software, as well as project design, configuration management/maintenance, disaster backup recovery and enterprise security performances and help desk.  In his previous position, he served as an Active Duty Lieutenant Colonel in the capacity of Director, Systems Automation and Communication for the United States Army; he was responsible for the planning, design, configuration, analysis, integrating of First U.S. Army IT Infrastructures of multi-servers network environment, data systems, desktops/printers and Video Tele-Conference Suites installations, supporting over 21,000 personnel within 17 states across the United States.  He holds a BS degree in Computer Information Systems from Grambling State University.  He is a 23 year (Retired Lieutenant Colonel) Army Military Veteran.

    Tony is a veteran of financial services (corporate and investment banking), Information Technology, Start-ups, Turn-Arounds, Fortune 500 management positions,  consulting and government with experience ranging from;  Marketing and Sales ($400M P&L), Audit , Policy and Cyber Security. Experience ranges from; EMEA, (Europe, Middle East and Africa), Marketing and Sales Management of a Fortune 500 company based in London (UK), setting the strategy, (corporate, marketing and product), in taking companies public and placing them in the Gartner top quadrant. Delivered technology to build the first integrated Workflow and Document Management Company (sold more systems than FileNet).  Partnered in growing a management consulting company to 250 employees and $50M in sales, delivering a 30% net operating income. Served as the senior advisor to the CIO of the United States Government for 7 years winning the prestigious  Federal 100 Award* (3 times) for significant contributions made by a private sector employee assisting in the achievement of the President’s Management Agenda and key agency missions.

    Presently serving as the Special Advisor at the FCC. In this role responsibilities include developing strategies for process improvement and modernization of architectures and systems in support of the mission of the agency. The work includes assessing technologies and supporting acquisition efforts in support of modernization. Also, responsible for supporting budget and policy for legislative efforts and writing cyber policy and support documentation for FISMA and FOIA requests. Awarded the Federal 100 Award for the support provided.

    For three previous years served as the Senior Advisor to the Program Manager for Information Sharing within the Director of National Intelligence in coalescing and organizing components of the federal, state, local and private sectors in sharing key information to keep our country safe.  Assisted with complex legal and legislative issues inclusive of privacy protection and the rights of commercial sectors in maintaining and sharing information.  Built key relationships with industry stakeholders in the sharing of vital cyber and threat information both directly and through Fusion Centers. Frequently negotiated between the intelligence agencies, DHS and the private sector on key issues cyber and privacy issues.

    Cyber lead for the Congressional Commission on the Development of an R&D Roadmap for the Intelligence Community. The report from The National Commission for the Review of the Research and Development Programs for the United States Intelligence Community was submitted May of 2013.  Awarded the National Intelligence Meritorious Unit Citation in recognition of service to the Intelligence Community in July of 2013.

    Frequent lecturer in Cyber, with a focus on governance, policy, information sharing and regulatory issues. Addressed an Aspen Institute sponsored program as well as a BENS, Business Executives for National Security and in 2015, spoke as a guest at the launch of Oxford University’s Global Cyber Security Capacity Centre. Subject matter included in the presentations:

    1. devising cyber policy and cyber defense
    2. encouraging responsible cyber culture within society
    3. building cyber skills into the workforce and leadership
    4. creating effective legal and regulatory frameworks
    5. controlling risks through technology and processes

    As a contributor to the White House Cyber agenda for the past two administrations, assisted with both the NIST Cyber Framework and the writing of the FedRamp certification for cloud providers to government. Delivered the Line of Business Initiatives which is still used as a framework for the consolidation of services in the federal government. Participated in the writing of the HSPD-12 standard to provide uniform access to physical and digital assets. Authored the Federal CIO roadmap still used today as the defining document in federal CIO responsibilities.

Turgal, Jr, was formerly Executive Assistant Director (EAD), Information and Technology Branch, entered on duty in March 1996 and was assigned to the Houston Division, working Organized Crime and Drug investigations.  Upon being promoted as a Supervisory Special Agent, he was assigned to FBI Headquarters, Office of General Counsel and the Counterterrorism Division, as the senior counsel for Domestic Terrorism Operations.
     

    In 2002, Jim was assigned to the Cincinnati Division as Chief Division Counsel, Media Spokesperson, and Supervisory Special Agent.  Four years later, he returned to FBI Headquarters to lead the Director’s Research Group. He later became the Assistant Special Agent in Charge of Administration at the Washington Field office. 

    In 2010, Jim was selected to serve as the Special Assistant to the Deputy Director, providing counsel on various national security, criminal, and administrative issues affecting the FBI.  One year later, he was designated Special Agent in Charge of the Phoenix Division, where he oversaw several high profile cases, including the shooting of U.S. Congresswoman Gabrielle Giffords.  In 2012, Jim returned to FBI Headquarters, as the Deputy Assistant Director of the Human Resources Division (HRD).

    In August 2013, Director Robert S. Mueller, III appointed Jim as the Assistant Director (AD) of the HRD.  During this time, he served as the AD and Human Resource Officer.

    On February 10, 2016, Director James B. Comey, Jr. announced the appointment of James L. Turgal, Jr., as the EAD of the Information and Technology Branch.
