Robyn Doughtie serves as the Director of Information Technology and Chief Information Officer for Fort Bend County. Since assuming this role, Robyn has led a comprehensive organizational restructuring to make the department more customer-focused, strategically aligned, and responsive to the County’s growing technology needs. She oversees a dedicated and diverse team responsible for delivering services across Application Development and System Support, Project Management, IT Infrastructure, Information Security, Desktop Support, and Server Operations.
Robyn is a strong advocate for strategic planning and has implemented forward-looking initiatives that support innovation, operational efficiency, and long-term technology growth. She is equally passionate about leadership development and empowering employees at every level, fostering a culture of continuous learning, accountability, and professional growth throughout the department.
With more than 25 years of experience across local government, oil field services, and software consulting, Robyn brings deep technical expertise and a collaborative leadership style. Her career began in 1999 as a Programmer/Analyst at Harris County Central Technology Center. She joined Fort Bend County in 2009, advancing to Software Developer/Technical Lead, and was promoted in 2016 to Applications and Systems Programming Manager, overseeing all software applications used across County departments.
Robyn is a graduate of Oklahoma State University with a degree in Management Information Systems and a minor in Human Resource Management. She also holds a Master’s degree in Engineering and Technology Management also from Oklahoma State University.
In 2023, Robyn was honored with the Houston CIO of the Year ORBIE Award – Enterprise, recognizing her excellence in technology leadership. She is also committed to youth empowerment and STEM advocacy and serves as a member of the Houston CIO Advisory Board, working alongside industry peers to shape the future of IT leadership.
