Judith Apshago is an accomplished IT executive with extensive experience leading IT organizations through major change and partnering with business leaders to drive process improvement and digital transformation. Judith currently serves as Vice President Chief Digital Officer for Amtrak where she leads a service-oriented team that partners with the business to provide IT and process transformation solutions and support critical business applications and strategic projects and initiatives. In this role, Judith provides technology leadership for design, development and delivery of integrated enterprise-wide technology solutions.

Previously, Judith was Vice President and Chief Information Officer of U.S. Silica, a leading producer of performance materials and industrial minerals. At U.S. Silica, Judith spearheaded an IT and digital transformation to support the company’s rapid and substantial growth. She led a company-wide technology modernization, shifted IT from a utility provider to a high-performing strategic business partner, integrated multiple acquired companies, and collaborated with business leaders on strategic initiatives that enabled scalability, drove business efficiencies, and provided market differentiation.

Prior to U.S. Silica, Judith held various IT leadership roles with Sigma-Aldrich, BioReliance, and Invitrogen, and spent several years as a consultant with ePresence and PricewaterhouseCoopers. She began her career implementing process improvements within the Department of Defense.

Judith was awarded the 2018 Enterprise Capital CIO of the Year Orbie Award and the Norma Miller Passionate Philanthropist Award in 2016. She has been a featured speaker at conferences and on podcasts and author/contributor for various published articles. Judith holds a Masters in Public Administration from Troy State University, a Masters Certificate in IT Project Management from George Washington University, and Bachelors degrees in Finance and Math from Hood College. Wanda Jones-Heath is the Principal Cyber Advisor for the Department of the Air Force, comprised of the U.S. Air Force and U.S. Space Force. As the Principal Cyber Advisor for the Department of the Air Force, Ms. Jones-Heath’s duties include synchronizing, coordinating and overseeing the implementation of the DAF Cyber Strategy and advising the Secretary of the Air Force on all cyber programs. She is responsible for overseeing cyberspace recruitment; resourcing and training of cyber mission forces, as well as assessing their readiness; overseeing acquisition; advocate for cyber investments; cybersecurity supply chain risk management; security of information systems and weapon systems.

Prior to current position, she served as the Chief Information Security Officer and advised the Chief Information Officer on cybersecurity policy, cybersecurity programs, and cyber force development. She leads a Directorate comprised of military, civilian, and contractor personnel responsible for developing cybersecurity policy and strategy for over 5,000 Air Force Information Technology systems. She oversees risk management and cybersecurity accountability for information systems, weapon systems, and operational technology supporting military cyberspace operations. Her portfolio includes policy governing the defense industrial base, supply chain risk management, and cybersecurity capabilities. She has oversight for the freedom of information act, privacy act laws, and cryptographic modernization supporting cyber operations.

Since entering civil service, Ms. Jones-Heath has held technical and leadership positions performing cyber operations and cybersecurity duties in Air Force operational communications units from the squadron to the wing level and she has served in headquarters units at the MAJCOM, Agency, and Air Staff level. Her experience includes extensive joint and interagency work along with cross functional assignments with duties such as testing, assessments, lessons learned management, strategy development and other functions in organizations both within and outside of the communications field.

Ms. Jones-Heath graduated from the University of South Carolina in 1990 with a degree in Computer Science. She began her Civil Service career as a Palace Acquire Intern as an Information Systems Specialist in various functional areas. She moved to Headquarters Air Combat Command, Langley Air Force Base, Virginia, in 1993. There she held positions responsible for policy and guidance for security and network systems. Renowned for her collaborative finesse, she drives cross-functional strategies for swift threat detection, precise incident response, and robust recovery. Her initiatives encompass pioneering tool development, empowering staff through targeted training, and conducting rigorous penetration testing for financial institutions, proactively mitigating breach risks.

Earlier in her career, Olivia\’s proficiency in malware analysis and forensic investigations created opportunities to further develop her comprehensive leadership approach. With enduring contributions, Olivia continues to shape elevated security measures and instills a culture of proactive vigilance that resonates throughout the organization.

As an active member of the WiCyS – Women in Cybersecurity – community, Olivia shares her time uniting with both aspiring and accomplished cybersecurity professionals in the  DMV region (District of Columbia, Maryland, and Virginia). Olivia engages in a variety of activities designed to cultivate a more diverse and empowered cybersecurity community for women.

Olivia is also an Active member of AFCEA Quantico-Potomac. AFCEA (Armed Forces Communications and Electronics Association) Olivia is part of the Quantico-Potomac chapter which is a global organization focused on bringing together industry, government, and military stakeholders to advance information technology, communications, and cybersecurity in the defense and intelligence communities.

Derrick R. Pledger is the Vice President, Director of Digital Modernization for Leidos, where he leads development of the digital modernization strategy. That work encompasses research and development, technical innovations, and strategic partnerships for Cloud, DevSecOps, Application Modernization, Enterprise IT, Mission IT support, and Edge Computing. Pledger’s team also supports engineering and capture activities for many of Leidos’ most complex and strategic programs, and has contributed to more than $40B in contract wins. Pledger is a United States Army veteran. He has served multiple tours of duty in Iraq, Afghanistan, and Africa—both in uniform and as a contractor in support of Operation Iraqi & Enduring Freedom missions, as well as in support of counter-piracy operations. Since joining Leidos, he has held multiple engineering and technical management positions of increasing scope and responsibility, to include: VP, Enterprise Solution Architect, Chief Engineer, Program Manager, Chief Infrastructure Architect and Lead Systems Integrator, and Field Service Engineer. His expertise ranges from managing complex software programs and designing hybrid cloud environments, to supporting rapid software development, systems integration, and data exploitation missions both at the enterprise and tactical levels within the Department of Defense. Pledger holds an undergraduate degree from Virginia Tech, a Master’s degree in Business Administration (MBA), as well as numerous technical and industry credentials (e.g., PMP, CISSP, ITIL, SAFe, and various cloud certifications).

Responsibilities: Scott Richardson is CIO of Enterprise Data & Analytics, reporting to the Ally Chief Technology, Data, and Digital Officer.

Joining Ally in November 2018, Richardson serves as the company’s senior leader for data, analytics, and AI, with responsibility for data & analytics strategy, data & analytics technology and engineering, customer & prospect information and interactions, data governance, data stewardship, data lifecycle management, business intelligence, advanced analytics, and enterprise AI transformation.

Experience: Previously, Richardson served as Senior Vice President & Chief Data Officer at Fannie Mae, where he led a large organization focused on data strategy, data governance, data management, data engineering, data & analytic platforms, and technology and business operations for all things data. Richardson was also an executive champion for the firm’s innovation and Lean-Agile capabilities.

Prior to joining Fannie Mae in 2014, Richardson was Vice President of Retail and Direct Technology at Capital One, where he led technology for retail consumer and small business banking with end-to-end responsibility for new deposit product development, lending infrastructure, and merchant technology. Prior to joining Capital One, Richardson founded and led two technology consulting firms specializing in financial systems software and data development. Before that, he was a consultant and manager with Price Waterhouse, performing and leading financial management system implementations in the United States and more than 20 countries abroad.

Education: Richardson has a Bachelor of Arts in economics from Bucknell University, a Master of Science in engineering management (systems engineering) from The George Washington University, an Executive Master’s Certificate in banking from Louisiana State University, and has completed executive leadership programs at Harvard and MIT.

Sovan Shatpathy is the Chief Technology Officer and Senior Vice President for Navy Federal Credit Union where he leads the award-winning Information Services Department in further improving the credit union’s digital member and employee experiences. With more than 20 years of technology management experience, Sovan has worked for multiple Fortune 500 corporations across diverse industries. He has an established track record for transforming technology organizations, processes and systems, to align with strategic business objectives and maximize value of investments. Prior to Navy Federal, Sovan served as the CTO for Amtrak where he was responsible for all technology services across the Customer and Revenue ecosystem. He also led the strategy, architecture, platforms, analytics and information management groups. Before Amtrak, he spent a decade at Cisco where he played different executive leadership roles spanning across Cisco IT, Cisco Services and Consumer business units. Sovan has also worked in senior leadership roles in other leading organizations including Fujitsu, Cognizant, 3M and Oracle among others. He holds a bachelor’s degree in Electrical & Electronics Engineering from Manipal Institute of Technology and a master’s degree specializing in Management Information Systems from Symbiosis International University.

David A. Shive is the Chief Information Officer for the U.S. General Services Administration. Mr. Shive oversees the GSA IT organization, and is responsible for information technology operations and ensuring alignment with agency and administration strategic objectives and priorities. He joined the U.S. General Services Administration\’s Office of the Chief Information Officer in November 2012. Concurrent to his role as CIO, David served as the Acting Commissioner of the newly formed Technology Transformation Service from July – November 2016.  Prior to being named CIO, he was the Director of the Office of Enterprise Infrastructure, responsible for the enterprise information technology infrastructure platforms and capability that support the GSA business enterprise.  He was also the Acting Director of HR and FM Systems for the GSA CFO and CPO offices. Prior to joining GSA, he served in the District of Columbia government as a Chief Information Officer.  In this role, Mr. Shive had executive responsibility for agency IT operations including financial systems, security and privacy programs, internal controls and compliance, strategic planning, enterprise architecture and performance management and measurement programs and directed the transformation of enterprise systems and processes, to public/private cloud hybrid. He holds an undergraduate degree in physics from California State University, Fresno; a master’s degree in research meteorology from the University of Maryland College Park; and a post-graduate management certificate from the Carnegie Mellon Graduate School of Industrial Management.

Howard Spira was named the Chief Information Officer of the Export-Import Bank of the United States in December 2014. He was promoted to Senior Vice President in October of 2016 and is a member of the Bank’s senior leadership team reporting directly to the acting Chairman of the Bank.

Howard’s responsibilities include overseeing the complete information technology portfolio that supports the Bank\’s $100 billion book including infrastructure, networks and telecoms, application development, program management, information security, data and reporting, and records management. In addition, his area serves as the agency\’s representative for Open Data, Privacy and Records.

Howard joined the Export-Import Bank after five years of service at the United States Treasury where he led the technology team for the Office of Financial Stability – the team that orchestrated the financial rescue program in response to the financial crisis of 2008.   In addition to his work at OFS, Howard was a frequent  participant and advisor on high-level IT strategy work for Treasury and the Office of Domestic Finance in areas related to financial services technology.

Prior to his federal service, Howard was a senior IT executive in the financial services industry with an extensive background in international and domestic commercial finance. Howard’s previous experiences include being a managing director at Goldman Sachs Real-estate Japan where he ran technology and loan servicing.  Howard also had ten years with GE Capital where he served as the technology executive for the Global Financial Restructuring group and as a CIO for the Commercial Finance Division.   Howard also spent time at Smith Barney where he led taxable fixed income trading and operations technology.  Howard started his career at Andersen Consulting’s Financial Service practice in New York City helping overseas financial institutions establish operations in the United States.

Howard graduated from Cornell University with a bachelor’s of science and holds an MBA from Cornell with a focus on finance and international business.
